Shipping Charges Being Double Billed Bank Account and Paypal Account!!

Help! I just noticed that Paypal is charging both my account balance and my bank account for the shipping charges. Double dipping the fees!! Can someone let me know if this has happened to them and how you resolved it? Thanks in advance!
