I sold a package right before Labor Day, shipped it very quickly and made it to the destination post office the Friday before Labor Day. It was on a truck to be delivered Saturday before Labor Day.
Any ways I'm guessing that the delivery driver ran out of time that Saturday on shift and was unable to deliver the package. The current status on the tracking is:

You have 4 days to respond to the INR case. Wait for 3 and see if the tracking shows delivered by that time. After 3 days respond to the case and provide the tracking number as well as the detailed history which will either show the items as delivered or potentially give a status like package held at post office per recipient.

My guess is that USPS drivers do what many employees do around holiday weekend - burn a Paid Time Off day, call in sick or claim Great, Great Auntie Millie suddenly past away and had to go to the funeral or just don't show up day. Noticed that Kroger baggers and cart people were missing on Saturday at our local Kroger store on the Labor Day weekend - both have union protection. This will happen again on Thanksgiving and Christmas time. Sign of the times.

I opened a complaint with USPS and they did get back to me a couple days later with a resolution. They did scan the package yesterday but it still hasn't been delivered. This whole process is frustrating and I have been relaying all updates they send me to the buyer.

eBay just settled the case in favor of the seller and issued a complete refund. USPS actually scanned the package yesterday to let me know that I weighed the package incorrectly. I'm guessing they will finally deliver the package either today or tomorrow.
I filed an appeal basically stating I used the tracking number eBay provided me and stated that I opened a complaint with USPS and they told me they had an issue and resolved it, and conveyed all updates to the buyer. I did everything according to protocol and am feeling absolutely disgusted by the whole process right now.

You are responsible to the buyer, who paid you to deliver the purchase, for on time delivery.
USPS, who you paid to deliver the shipment, is responsible to you for on time delivery.
When the USPS, your sub-contractor, was late with the delivery, they broke your contract with them, causing you to break your contract with the buyer.
Buyer wants a refund since he needs to travel and will be away.
It may not be your fault, but it is your responsibility.
Your next actions should be first to go after USPS for a refund at the least of the shipping charges.
And to bill the buyer, who now has their purchase, through Paypal.
I would suggest , because of the failure to deliver on time - again not your fault but your responsibility- that you reduce the PP billing by the cost of shipping.
And if you get negative feedback for this debacle, either do NOT Respond or make your Response something like. "Paid August 30 Shipped August 31 Labor Day Weekend Received Sept 3."

@melusky : I think you mean that they settled in favor of the BUYER - right? They gave the buyer a refund?
If so you might want to get on the USPS site and file for a package intercept. It costs about $15-$17 plus return postage but they do not charge you if the intercept is not successful. You will need to decide if that is worth the expense since you can relist it if you can get it back.

As an update, I filed an appeal yesterday with the type 'Other'. I posted a screen shot of the USPS resolution to me with the case number. I mentioned in the appeal that I used the USPS tracking number provided to me by eBay, and the package is in process of being delivered, albeit two weeks late. I also mentioned that I conveyed all updates to the buyer. In the end I won my case. The buyer is getting a free item, but it doesn't bother me since I got paid and did everything correctly.
