You are a newer seller selling high scam items. Be prepared for issues.

Make sure the money is in your paypal account directly.

You may want to consider no international sales on these type of items.

Good luck to you and I hope it works out OK

Delaware is "International"?

DO NOT CHANGE ADDRESS! Ship only to address on Ebay. Delaware is a reshipper but scammers try to get you to change address AFTER the purchase. Delaware is where they don't have to give you their physical address. I KNOW FROM EXPERIENCE!!

I've learned the hard way to never change a buyers shipping address. I've done it so many times against my better judgment and the result is always an "unauthorized transaction" case on paypal.

Re: Two of my Items sold to different buyers, both buyers wants me to ship to an address in Delaware

Not a problem and No Big Deal.  I just sold seven craft-type things (same designer, different designs), and four of them were obviously reshippers:  Two to two different addresses in Wilmington, Delaware,  one to somewhere in New Jersey, and one to Pacoima, a suburb of Los Angeles in the San Fernando Valley.  A couple of them had names on the addresses that was not the name of the buyer:  to change the ethnicity a bit, let say, a buyer might have been named Maria Gloria and the name on the address might have been Susana Cristina.

If PayPal gives me an address within the United States, I'm fine.  I will mail.

A couple of things I have learned:  (1)  Use Tracking.  This will help the forwarding company match up the envelope or package with the person in the Russian Federation or Ukraine or China who paid for it and is supposed to receive it.

I had to fully refund a buyer once because I did not use tracking.  It was a small amount and did not break me.  I told her she could keep the Thing if it ever arrived.

(2)  If the buyer is in the Russian Federation, for example, his/her payment probably went to PayPal in rubles.   PayPal keeps a higher percentage of the Final Value if payment comes in rubles than if the payment comes in U.S. Dollars.   By my calculation, it seems to be around 4.4% of the final value, as opposed to 2.9% of the final value in U.S. Dollars.   (In addition to PayPal's basic 30 cents fee per transaction, of course.)

you can also google the address to determine if it is a forwarding service.  usually the address with have a strange number in it which is the forwarding service account number also.

Re: Two of my Items sold to different buyers, both buyers wants me to ship to an address in Delaware

Each of the buyers have probably chosen a re-shipping agent in that state because it has no sales tax, unless I'm mistaken.  Since they paid there is no reason not to ship the items to the address indicated as the shipping address in the transaction details.  Of course, you should confirm that the payment has been received by signing into your PayPal account and checking the activity page.

Since they are two separate customers, be sure to ship each order separately and do not combine them even though the ship to address is the same.
