I am working towards becoming a Top Rated (Plus) seller and have gotten very close. A few years ago we were a Top Rated seller and there was a feature where it would show all your listings in one page that were not qualified and showed you which items needed chages to be eligible to become Top Rated.
Can anyone tell me if this feature is still available and where can I find it.

You do not have to make your listings qualify for Top Rated Plus status to become a Top Rated Seller.
The seller dashboard used to have a link to which listings don't qualify for TRS+ status, but not any more.
If you want to make your listings qualify for TRS+, after you reach TRS status, you can use the bulk editor.
Pull all your listings into the bulk editor and change handling time to 1 day (or less) and change return policy to 30 day free returns (or longer).
Making those changes will have zero impact on whether your account reaches TRS status or not.

There is now Top Rated and Top Rated PLUS.
For the PLUS- you must
1.) do 30+ days returns
2.) Ship same day/next day
PLUS does 2 things-
a.)shows the Top Rated Star (or whatever it is) on your listings
b.) gives you 10% back on FEES paid (monthly).
Regular Top Rated does nothing, except states you are a Top Rated seller somewhere, that most buyers won't see. No % back.

I disagree. TRS have access to seller protections that you can't access without TRS status unless you offer free returns. But then you're getting free returns protections, not TRS protections - but they're very similar protections.

It's important to note a critical distinction between the two:
Top Rated Seller is an account level status. That is, you're either a Top Rated Seller, or not, regardless of any settings on your listings. It does have some benefits, but not the fee discount, which is certainly a major advantage for anyone selling at a decent volume.
Top Rated Plus is an item level status. That means a Top Rated Seller can have some items listed as Top Rated Plus, and some not. Those items that are Top Rated Plus will get the 10% fee discount (note that it's 10% off whatever fee you would have paid, not a 10% drop in the fee rate, as in you don't pay 3.25% fees instead of 13.25%, you pay about 11.93% in fees in the categories that would normally be 13.25%). Also, some categories don't get the badge even if you would otherwise qualify (and those categories may have different requirements for the returns to qualify, such as some categories you can have buyer-paid returns or shorter return periods and still qualify).
@premiermedia, definitely read over the links that @wastingtime101 shared very thoroughly. There's a lot of detail that's worth knowing about.
For us, offering the Free Returns for 30 days and a 1 day handling time was no problem, especially since we save far more in fee reductions than we lose in the returns process (particularly since we can resell many of those items quickly, so we're usually only out the shipping, though sometimes that's both ways depending on the reason for return). For a smaller seller or one with items that cost more to ship, however, it might not be worth it to do free returns, and you might be better off just being a Top Rated Seller but not adapting your listings to be Top Rated Plus.

That's exactly how I determine which categories I'll go TRS+ and which ones I won't. As long as the discount cancels out or exceeds return ship costs for the year, that category gets to stay "free returns."

I think you are confusing the Top Rated Seller for sellers (which is a seller status) with the Top Rated Plus status for listings (which is a listing status that is only available to Top Rated Sellers).
