Difficult to say this is a seller forum not eBay IT. Without insider information most sellers or buyers for that matter have no idea what eBay updates every day, week or month. That is unless they take the system down as a result or something suddenly stops working.
You are in Sri Lanka and not sure if you use this domain or one of the international ones. EBay may update individual domains at different times due to something unique related to the other domain.
