We are already gained a TOP RATED Seller on US ebay website .

but the problem we can't see the qualified listing from our end (UAE) 

ebay support teams said that you only can watch your TOP RATED BADGE FROM US ?

Any idea how make it happened  ?

Can you explain exactly what you mean by "we can't the the qualified listing from our end" and explain to us exactly what you to "make happen"? 

For example I think the Top Rated Plus requires 30-day free returns.  I checked a couple of your listings and they say that buyers must pay for returns. Which of your listings qualify for TRS Plus?

In the US, TRplus requires free returns.

Hi There,

If I am understanding you correctly.  The badge should show up on new listings. It may or may not show up on current listings.  You should be able to see it when you click on your profile. That will also take a couple of days to get into the system.
