I wonder how share holder's will act when profit's are down and their dividend's are lower because seller are going to sell some where ells and some are going to list less because there afraid of getting hit with extra fee's.

March 20 was the FIRST time ebay ever paid a dividend. You may be onto something, since it very closely coincided with the GTC roll out on March 18. That 14c a share has to come from somewhere!
With listings never ending till sold or manually ended, ebay will be able to boast a huge number of active listings to shareholders. Makes them look like they're a powerhouse marketplace versus a sinking ship.

Under the GTC guideline's your item will relist right away after it end's every 30 day's. For the sake of argument let's use March as an example as it has 31 day's in it and let's say you have a limit of 50 item's a month you can list. If you use all 50 listing's on the 1st of March they all would be relisted on the 31st of March ( there are your 30 day's ). Because you used your 50 listing's at the start of the month when they relist on the 31st of the month you will be charged listing fee's on the 50 listing's that get relisted at the end of the month because it's still the same month unless you end them before the month's end. That would mean that they would charge you about $17.50 for the 50 listing's that are relisted at $0.35 per listing. But if you list let's say around the 25th of a month that has 31 day's in it you shouldn't have to worry for a few year's but you should check on the end date every 4 to 6 month's just to be sure.

We have said that for a few months now.
Ebay is not for you when they revamp their "strategies" or start with some stupid new idea.
When you see the blues hovering around answering real questions with fake answers, you know that Ebay is taking care of its own end.
We small sellers are punished, get our names soiled when we do something without any malice, say for shipping late, or something so small, so simple, but when you open a topic about a Chinese/foreign seller stating they ship from the US but the delivery time is 30 days, and it says right there on the shipping description the package is coming from China, and you complain, the usual eyes on the sky come to try to tell you why they don't punish them for circumventing the rules, because of blah, blah, blah.
But, I think that squeezing the sellers by creating a way to punish them economically for a right they have earned throughout many years of hard servitude or labor, speaks bad about a company started by small sellers.
We shall reap benefits, not punishment.
