Good Evening,
I have 2 eBay stores and sell Velcro in both. There are a total of 400 listings of different varieties of Velcro.
They are listed in the category of: Crafts > Sewing > Closures & Connectors > Hook & Loop Tape
Does anyone understand why the Suggested Ad Rates fluctuate from 2% to 9.5% approximately and are always changing? They vary in suggested percentages at one time for all of the different listings even though they are in the exact same category. This is really causing issues with my marketing strategy settings.
I do believe when the suggested rate is about 2% and I am set at 2%, my listing is making impressions.
But when it's suggested to be 9.5% and I'm set at 2%, the listing is unnoticed.
I would love to hear everyone's thoughts and experiences with this,

The rate changes because it's based on what other sellers are doing at the time.
I ignore the suggested rates. I used a fixed rate that's budgeted in to the item price. What works for one category may not work for another. I can't speak to the hook & loop tape category.

Are you able to call it "velcro" with no issues in your listings?

You're not understanding. My suggested ad rates are all different at the same time. Even though my listings are all in the same category. It ranges from 2%-10%.

I sell Velcro BRAND, so yes. If you are not selling Velcro, you must say "hook and loop".
This question was about suggested ad rates being all over the place at any one time in the same category, not about some ancient eBay dispute about hook and loop vs. Velcro.

Based on that- it comes down to item specifics. It could be that one size has a higher average ad rate than another- same with color or any other attribute.

Suggest editing in bulk, and select all, edit promoted or volume pricing.

Velcro will have all your listings pulled if you resell their product and are NOT one of their Licensed Distributors.
Doesn't matter you are selling 'Velcro' Brand. Not licensed by them? Will get pulled. Relist and you will get permabanned from selling here.
% for Sponsored Items vary for EACH item; different item, different amount.
They are also a moving target. If it says to put in 4%, and someone pays 8%, they will change it to 8%. Like any search engine pay-per-click; one persons high bid for 1st Page in Search becomes the new number to beat that person and get 'above' them. Same concept.
