I can understand a sponsored sellers ad keep moving to the top but I fail to understand how it is right for their ad to show up twice on the same page (in the search I did it was the first page, could be different page depending on the number of items shown in the search) This is not the first time I have notice it. That amounts to double posting of the same ad which is against Ebays rules.

Yes I noticed that too in the last few days. I thought that was suppose to stop.
Has Ebay walked back this policy to showing them twice again?

Which type of search did you see 2 in? My understanding that it's limited to 1 only in Best Match.........

Promoted Listings. I've seen it many times over the last few days when I was shopping for various things.

Just a regular search. The item while maybe not rare is not real common so there were only a limited number of listings so it was easy to see the double listing. For the life of me I can not recall what I was looking for, it was a fleeting idea and was just checking something.

Unless you like 12 other items from other sellers scrolled right across the center of your ads (when clicked on), you will continue them as well as do for all (even 1% keeps YOUR items being scrolled across the center of your own listings)

It doesn't matter if the item is "rare" or not. If a seller is running a promoted listing, then it is suppose to appear at the top of the search, but not lower in the search where it would normally appear if there were no promotion by the seller. But I have seen several times over the weekend where it appeared in both places.
They changed that in the last Seller Update and stated it would only appear once.

Removal of duplicated promoted and non-promoted listings in search
Starting in September 2019, we’ll no longer show duplicate promoted and non-promoted listings on the search results page. If you are using Promoted Listings, only one of your listings, either promoted or non-promoted will appear in a given set of search results, giving buyers a cleaner, more relevant search experience. We will select which listing to display, based on factors such as listing quality, relevancy to the buyer’s search, and ad rate.
Promoted listings will continue to appear outside search on other pages such as the Home page, product pages, and other prominent locations on eBay.

I suspect (i.e. conjecture, not fact) eBay may have held off on that as at least some sellers object to paying extra for promoted listings and then having ONLY the promoted listing appear so they would always pay the extra fees when items sell.

If you are seeing this in the search results then this may explain why you are seeing 2 results. If the item is newly listed you will see the actual listing 1st then a little further down the promoted listing. For items over 30 days you will 1st see the promoted listing then the actual listing.
If you are searching by specific keywords that returns only a few results the closer the actual listing and its promoted listing will be to each other.
If you are seeing this on the items listing page eBay may be increasing the number of adds to try and generate sales.

Thanks for the tag @mam98031 - there has not been a roll back of this policy that I am aware of.

With my items, I have noticed this happening with searches other than Best Match. This is a screenshot of my search flip flop christmas ornament using price+shipping lowest first. If I search flip flop christmas ornament using Best Match only the organic listing shows on the first page of search results.

here is a link to what I was looking at. You will note that there are two items that are double listed.

The only Sponsored listing I see on that page is $149 (Antique tools lot)..........and I don't see a 2nd listing for the same thing........
which are you seeing double listed?
I do see it twice when checking lowest first.......
