I'm a self-published author and my book is sold exclusively by me or on Amazon. However, I found a seller that is selling new copies of my book here on eBay for over twice the price that they are supposed to be sold for. I've tried to contact the seller but I just get a message stating that due to a high volume of messages, this seller cannot accept anymore messages at this time. I want to report the listing but I don't know what to report it as. I'd like to speak to someone from eBay directly about this situation but I can't find a way to do so. Any suggestions?

@nobody*s_perfect It may not be legit to buy in bulk and resell. If you went to say a Coach store and bought a ton of product and then tried to sell at 2X price they would likely come after you as being beyond just reselling a personal item and acting as an unauthorize reseller.

Is it being marked as used? This sounds like a secondary market issue to me.
Contact your legal team, best course of action.

It is not necessary to be an authorized reseller. If you legally purchase an item, whether it be in bulk or individually, you are allowed to resell it. VERO is NOT for rights holders to report those who are selling their product. VERO is a way for them to report sellers who are using their name on a product not made by them or for other trademark infringements. Some companies do report sellers just because they do not want their items sold here but that is not legal and is not what VERO is for.

If a reseller buys print-on-demand copies of my self-published book from Amazon, then why don't I have Amazon royalties paid to me from the resellers print orders? I have a reseller claim they have 9 copies of my book in stock. Perhaps the eBay resellers are fudging numbers, never having had Amazon print the books, while violating eBay's policy?

I don't think the person who posted this thread is going to answer you as this post is 1 1/2 years old and they do not appear to be selling anymore.
Best to ask Amazon about your royalties.
Good luck to you.

It sounds like, most likely, they're waiting for someone to actually buy their "copy" of the book before then turning to Amazon to have it printed. They can claim to have any random number of copies, but if the book is print-on-demand, they don't have to do anything about it until someone makes a purchase.
Technically, it sounds like a type of retail arbitrage, which eBay does not support, but good luck trying to prove that. I think you can only rely on what Amazon reports to you for sales numbers. What other resellers are claiming to have, quantity-wise, is not something you can prove or disprove, if they're using Amazon as their eventual supplier whenever a sale actually occurs.
