like the subject line says I sold an item for local pick up only. Buyer did not pick up the item but paid a deposit. he then tried to renegotiate the deal and I said no. He then filed a claim saying I never shipped the item. I received an email from Ebay asking for the tracking number. I respond and say there is no tracking number because I am not shipping anything, check the ad.
To my amazement I lose the appeal and am permanently suspended from ever selling anything LOL.
Through this ordeal I have noticed everyone has a poor command of the English language and think this might be where the mixup is. For example I was chatting with support and told the person 3 times there is no tracking number because I am not shipping anything.
Anyway, is this normal? I have only sold a few items.

This is one of those situations I'd take to CS on social and try to appeal the suspension. Send a DM to ebayforbusiness on facebook or askebay on twitter.
Instead of saying, "there is no tracking number because I'm not shipping anything," say, "there is no tracking number because this is a local-pickup-only item listed in the motors category that the buyer refused to pick up when I wouldn't agree to a lower price."
Next time just cancel/refund when buyer wants to back out of the deal.

Did you say you're not shipping because it's local pickup? Not shipping anything may have been taken as a refusal to ship.
Try contacting the US reps through Facebook or Twitter

Buyer made a mistake but seller handled poorly.
Should have cancelled issue with buyers address as soon as you realized there was an issue.
Ebay will assume you aren't doing your part by resolving the matter yourself.
You brought this upon yourself.

Did the buyer try to negotiate a lower than agreed price through ebay messages? If so, report that to Facebook and/or Twitter CS and have them look at the messages.
I'm not sure how it works with local pickup and only a deposit having been paid. Did you send the buyer a QR code that would be scanned when he picked it up?
Since the buyer won INR, I'm guessing that there wasn't a QR code that would have been necessary for local pickup. Had there been an unscanned QR code, I think you could have won the INR by proving it was an unclaimed local pickup item.

Vehicle Purchase Protection does not cover the buyer. So the question becomes: did the buyer file a claim through eBay or did they file a payment dispute?

That is an example of Ebay simplifying the process for you.

I now think that is where the problem may have occurred. I assumed the support rep would check the ad and see its local pickup only.
I am not familiar with the magic words sellers use but I am learning.

You cannot assume anything. You have to VERY CLEARLY explain things. The "Ebay reps" on the phone lines are outsourced third party third world folks. Even with buyers, you should say in the description that this is local pickup only in caps
So if you said "I'm not shipping anything" they feel like you just don't want to ship... not that it was local pickup only
You may want to see if you can get the negative feedback removed by Ebay as well
