I have no Idea, have not done auctions in years, just going by what the screen capture stated.
If that is what is allowed now then it is.

The "seven days" choice is presented to SOME buyers when they are required to put up a payment source in order to bid (i.e. the seller retains the buyer rule that initiates the "auto-pay" system). If the seller turns the default setting to NO or OFF, it becomes four days again, buyers can use the payment option of their choice, and the opportunity to combine items for one shipping price is returned.
If the option is not presented to the buyer, auto-billing will commence one hour after the auction ends. So if the buyer wins ten auctions from the same seller, he is back to the getting ten separate charges to their card at full shipping price for each. Since most of the merchandise I buy is sold at auction and is very lightweight, I do not bid or make offers with sellers that retain the auto-pay feature.
NOTE:
We have seen here screen shots of responses from eBay explaining that if the seven day option is selected by the buyer, sellers are not required to wait, and can manually file the Unpaid Item Cancellation after 96 hours anyway. That does not make for a good buyer experience either.
