My buyer entered a request thru Ebay asking me what he could do about his First Class Package item DELIVERED NEIGHBOR AS REQUESTED. He did not ask for a refund or replacement and provided no further information. I responded to him several times. He has not responded to any of my messages and there is no update. In Ebay's message to me, they said to resolve this by July 11. In Seller Hub, it says to resolve by July 12. My question is: To avoid a defect, do I now have to refund his payment or do I let this time out since he hasn't responded? Thank you for your advice!

Did you change the address that was originally there when he made the purchase?
If so, you should not have done that. You will lose if he files a INR (item not received) case.
If he did not open a case with ebay, no need for you to do anything. Just wait.
If he did/does open a case with ebay, you have no choice but to refund.

No, I did not change his address and he didn't say anything else other than asking what he could do. And since he hasn't responded, I don't know if he has located his package or not. My concern is avoiding a defect since sales are currently so low.

It should be delivered to address that was on the payment. A refund should be done if you used a different address that was not on the payment of the item.

No, there was no address change. The DELIVERED NEIGHBOR AS REQUESTED is a USPS delivery status which would normally mean that the buyer officially authorized that delivery address. It could also have been a carrier hitting the wrong button.
Ebay advised me that the buyer entered a "request." It did not say a case, just a request.

Is it a case for non-receipt? Is that what the buyer is claiming?
If so, respond to the case with the tracking number. It won't hurt to add in the comments section that "tracking shows delivery and according to USPS, it was delivered at the buyer's request."
If the delivery zip code is the same as is on the ship to info, you should be fine.

@dreamalittledream I've never heard of anything other than a return, I think you may be getting caught up in semantics. No one here can see what it says. Can you please write, word for word, what the "request" actually says? Forget whatever the eBay rep told you and just concentrate on the actual wording, so you can receive correct responses.

If he filed not received, then I would enter the tracking showing delivery. If he requested it be delivered to his neighbor, then can't he ask them for his package? I don't get it.

If he hasn't responded I am thinking he is anticipating a refund. If it was a small amount of money I would refund him. I would do it not on the 12th but earlier. My buyers who open a case against me don't ask for a refund...just item not received. I just refund them. I don't want to wake up the next day with a defect. I have responded to my buyers and they usually never say what they want. They open a case against someone and like forget about it. We, the sellers think it is like important but the buyer probably has other stuff to attend to.

You absolutely must respond within the time and all you have to do is enter the tracking number. The tracking will show delivered and the 'case' will close in your favor. This is one of the few protections a seller can get.
Stop messaging the buyer and please stop calling eBay. Best of luck to you....

The buyer will lose the money back guarantee on eBay because the tracking will show delivered. That is the golden stamp that every seller hopes to get.
