My listing says that I will ship items 5 days after payment is cleared. I can’t find any documentation clarifying whether or not that means:
A) funds are available, or
B) eBay has paid out to my bank but not yet cleared, or
C) funds have posted to my bank account.

None of the above.
As soon as the buyer's payment has cleared to EBay. Obviously not B or C. Difference with A is because funds may be "on hold" and not available to you.
Edited to Add: The credit/debit card payment clears the payment processor... Literally takes a few minutes after buyer "checks out". Thats when the clock starts. The moment you can see "Buyer Has Paid".

Cleared payment is to eBay not to you.
In your orders it should tell you the ship by date to help you know how long you have.

When you ship has nothing to do when the payment clears.
If you choose a five day handling time, you have to ship within five days from the time the buyer pays.

When your buyer's order appears in your Seller Hub under Orders > Awaiting Shipment, that is when the shipping clocks starts and it is time to ship.

Hi @jalapenocheddar2020 , i assume your 5-day handling time may have something to do with your not feeling comfortable about shipping an item before the funds clear your bank. Yet, with eBay’s practices like payment holds, it is likely you will have already encountered the need to ship an item before the funds have been released.
A seller is expected to ship within their stated handling time once eBay has verified that the buyer’s payment is received, and the seller notified. As to the funds clearing the seller’s bank account, that has no bearing on the shipping timeline.
eBay has clarified their position on the subject (see the link below) stating that when an order appears in the Seller Hub (or My eBay) as “Awaiting Shipment”, it means the buyer has provided their payment information to eBay, and it’s time to ship the order. eBay will not ask a seller to ship an order until the buyer has completed their payment.
Keep in mind that payment holds are temporary for the wide majority of sellers. Once eBay is satisfied that a seller’s abilities are intact, the holds cease. They are generally not a reflection on a new or returning seller’s retailing abilities, but instead are part of overall security measures to keep eBay users safe.
