I’m a novice on selling on Ebay - my item just sold on auction $1500. How do I know when to ship? I don’t want to ship before getting paid…. Also, Creating an invoice now but don’t know how much to charge for insuring the item on top of the shipping charge. Does USPS have an insurance chart anywhere online?

Since your buyer hasn't paid, go to your Seller Hub/Orders/Awaiting payment. Tick the drop-down menu to the left of the order, scroll down to 'Cancel order', give the 'Problem with buyer's address' reason, confirm and submit. Easy-peasy!

I hate to be so dense but I can’t find seller hub. Is that something I have to set up? Where is a tab for seller hub?

That's what pops up if you tick 'My eBay' (top right corner) and scroll to Selling. You'll land on the Overview; the Orders tab is to the right. You're not dense... you're learning!

I fumbled my way to seller hub, clicked on Awaiting payment from options in left column, but can’t find the drop down menu to cancel this order. Help

Please do not take this the wrong way, no offence is intended.
I would remove all listings until I had read all the information I could on payments, shipping, money back guarantee, absolutely everything you can read, read it.
Going by your replies and questions and your other thread you are in a very dangerous place - high value items, no experience and a willingness to ship overseas as a beginner.
I suggest you start smaller, and limit delivery to the USA only, it is a huge country so traffic for sales should not be an issue.
Please tread carefully..........

Absolutely allowed, it is called a "handling fee".
A seller can have the buyer pay the cost of insurance by including it in the shipping charge stated in the listing.
I wish people would stop with the “you can’t charge the buyer for insurance”; you can’t charge the buyer SEPARATELY for insurance.
