Does anyone happen to know the thresholds for high and very high SNAD returns in the service metrics? I would assume the threshold to each bracket is a multiple of the average "peer" metric and would like to know if anyone has done some rough calculation because for some reason Ebay doesn't share that information.

It should give you information on your Service Metrics screen. It is all going to depend on who your peers are you are getting compared to. Also you have to have at least 10 before the Metrics actually kicks in. That is to help protect small sellers from getting caught up in the metrics unless they really have significant issues.

Your peers may not be the same as someone else in your category. Ebay does not share how the decide on this factor.

Service metric are indeed another way to extract additional fees from sellers. It is an issue I have having with false returns that are simply unable to be removed.
I have been in the EBay SNAD doghouse since July 1......not only do they charge you an additional 5% but they also shadow ban you listings driving your sales down even further.
Service metrics are compiled on the overall category you sell in..... for me it's sporting goods.....but the subcategory has very high false returns. Thus if I sell an air pistol........it's lumped in with soccer balls (very low return rate).
Ebay does not measure the sales in the subcategory but overall category.
Ebay is struggling to bring buyers to their website and many seller are leaving.......their Q3 financial performance was simply based on wringing every single dime they could out of existing sellers.

While I'm not overly fond of the Service Metrics and haven't been since the day they introduced it. Very few sellers find themselves having to pay the penalty fees because of it. More sellers end up paying the penalty fees for having too many defects on their Dashboard.

Not saying that I agree with the policy, or how they derive the metrics to apply it, but, time was, back in the day, a seller would be ........................... gone, seeking greener pastures.
Some feel that the %age doghouse is a better policy than the previous policy which involved showing the seller the door, and locking it behind them.
Being given a window to show a seller the light seems to be a better way for the seller in the long run, as there can actually be a long run rather than a fast goodbye.

You can Google how many sellers Ebay has, they publish it every quarter with their Financials.
