Hello Sellers,
Does anyone know the specific parameters for the restrictions on the SEND OFFER feature?
Ebay states in general: length of time the listing has been active and the buyer must have the item in their cart for at least 2 days. I have quite a few watched items that are not eligible for me to send the watcher an offer.
I do not impose any shipping restrictions on my listings. Seems to me, that if someone is watching my listing and I can make sales by sending offers, that it would benefit both me and ebay. Just trying to understand why restrictions are necessary and if there is something I need to change on my listings that will lift the restrictions.

Buyers can opt out of receiving offers......and ebay won't send more than one offer (on the same listing) to a buyer........so that could be 2 reasons offers can't be sent..

I am in the same boat. What is even more vexing is that you click on Send Offers and the window comes up to start the process then it disappears and the window says your listing is ineligible.
