How does one go about getting a selling limit increase? I have never been allowed to sell anything and am limited to zero items for zero dollars per month. I have tried to contact customer support but so far it has not been of any help in this.

When a seller desires to increase their selling limits, they are allowed to request an increase once every 30 days. Mark your calendar and every 30 days request an increase until you have your selling limit well above anything you think you will ever need. Below is a link to where you can go to ask for a selling limit increase. It is the third option in the link below.

Hey @dinrailed! Just as @mam98031 stated a seller can ask for an increase in their selling limits every 30 days. I noticed a lot of new sellers lately always asking/inquiring about a limit increase.
In 22 years I have never, ever, had to ask ebay for a limit increase. Not once.

I've asked for increases on a few occasions. Always happened very quickly - automated process. They ratchet up very quickly - no way I can ever list up to my limit.

That is likely due to the selling limit idea being a relatively new idea. You were simply already here and were "grandfathered" in.

I have been doing this for months. Nothing changes. My selling limit remains at zero items and zero dollars.

I think the inflation is the main reason that increased the new sellers, if you noticed a lot of new sellers from Sri Lanka too asking about starting business at ebay.

So, you went through the process of setting up a listing and managed payments and you got zero dollars/zero listings?

You have to be enrolled in managed payments and give eBay your SS# to sell.
You have to link a checking account for payouts and attach a debit or credit card for seller fees that don't come out of payouts.
Read this to add or update your checking account.
Read this to attach a card for seller fees.
Make sure the ACH routing number is correct because it isn't necessarily the routing number on your checks.
