Selling items without pictures

when did eBay start allowing sellers to upload the same picture for 1000's of listing? There is sellers in business and industrial  and eBay motors categories that will change 1 word or letter in the title and use the same generic picture for 1000's of listings.  here is a few for reference  112330958179  202287182388

Probably a dropshipper listing thousands of items he does not actually have.

Drop shipper. Clearly if you read the description "sources DIRECT from the manufacturer"

Based on the 20 sold, 20 people don't mind not having a pic as long as they get the part number they ordered.
