Hello eBay Community,
I am a Top Rated Seller from Bosnia and Herzegovina with a Basic Store, 451 positive feedback and 0 negatives. Recently my account was suspended due to “negative buyer experience” (BBE).
The flagged cases were not my fault:
Due Custom Tax from US Administration, Our BiH post stopped shipping to USA temporarely..II Had to cancel about six orders.
In every case, I refunded the buyers immediately – everyone received their money back and was satisfied.
I also contacted eBay support about each situation, and they confirmed at the time that everything was fine and handled correctly.
Despite this, eBay now says the suspension and restriction
This is extremely frustrating – years of work, reputation and investment disappeared overnight.
!!!Has anyone else experienced a BBE suspension like this? Is there any real way to escalate the case and get a fair review?
Thank you for any advice.

If you used out of stock for all those cancellations you received a defect to your account for each one. Ebay hates a disappointed buyer. Those would be enough to cause a BBE suspension. i wouldnt be suprised if support told you everything was fine, they tell you what you want to hear to get on to the next call to meet their daily quota.

Oh, my. I think that @bonjourami is correct. Shame, too... in this case, 'Problems with buyer's address' might have worked.

Personally once i could not longer ship to USA i did change my shipping to 400~ usd on each item to prevent purchases from USA.
Then i had someone buy 1 item even with that shipping price (by mistake) so instead of just cancelling i asked if they want to cancel and told what they paid for shipping - they in fact wanted to cancel 🙂 So i did avoid any cancels that would put my account at risk like that.

Based on your country of registration, your account is subject to the Cross Border Trade policies, notably the Bad Buyer Experience policy, which is very strict. The policy can be found here: https://export.ebay.com/en/fees-regulations-policies/ebay-policies/bber/
Since it appears eBay has ended your listings and suspended your account, they will not review your account again. You cannot appeal that decision.

Let's break this down to its simplest form...if you list and sell on the .com site, and a US buyer purchases it, and the seller then cant ship, for whatever the reason might be, then the seller is providing a BBE....doesn't matter what country or state you are from

Oh Dear, welcome to the club!
They can do it easily:
They can do even more:

But hard to expect support here and it is very strange. Most will say to you that you must accept. By normal logic Sellers must to support each other against violations of ebay stuff but here mostly looks like "ebay stuff defenders"

He right about Cross Border Trade policies.
With US accounts you an cancel orders as you want - will be not any BBE
With others countries every cancellations will be BBE even if your buyer left you positive feedback for cancellations. I'm not kidding, I have it: https://community.ebay.com/t5/Selling/Ebay-can-permanently-suspended-your-18-years-old-100-positive/...
Is it descrimination and idiotism? Yes. Need to do something with that? Yes.
But ebay stuff prefer to block you instead to do something with that. Hard to believe? Yes)

hello
the exact same thing happened to me, 3500 positive reviews, even the mistake was on a terrible buyer who misread the description of one auction, then they blocked my account because they said I didn't meet the BBE conditions
01-06-2026 08:42 AM
This is stupid, they blocked my account because the buyer misread the auction description, I was selling one part of the keyboard and they thought I was buying the whole thing, after being warned they admitted they didn't read the description and withdrew the offer, the BBE system evaluated this as my mistake, which is complete nonsense, 95% of buyers understood that they should ask about the product if it was available and then buy it

it didn't work, that's a mistake on your part too

When the buyer admits the mistake of not reading the description, it is also attributed as the seller's mistake, which is sheer stupidity.

To close your eBay seller account, log in, go to Account Settings, find the "Close account" option (often a blue button) in Account Preferences, select your reason for leaving, and submit the request, but first, ensure all transactions, payments, and issues are resolved and be aware the process takes 30-60 days to fully complete, as eBay needs to settle recent activity.
