Can I provide my Seller phone number to an eBay customer that has already purchased?
When they contact me for questions or tech support, it is often easier to talk on the phone.

Clearly someone along the line tried doing it otherwise Ebay would have no need for the rule. Ebay doesn't just make up rules for the sake of having more rules. Some people will try most anything to make a buck.

Large sellers can accrue a large customer list with thousands of names and could, conceivably, sell (or share) that list. So eBay plugged that option.

IF they have paid and received the product. YES.
Before they have paid? NO.
That is a lead up to a scam.

That may be your own personal policy to help slow down scams. But in Ebay, we are allowed to share contact information once a transaction takes place.

You might find immediate help by posting a new question to the community. If this urgent issue involves account problems, then scroll to the bottom of a related help page, click the "Contact us" button, and if automated chat opens, select "contact agent" or type "agent" into the chat box.
For instance, if you are having issues with a sale:

Or issues getting paid:

or an account takeover:

I would suggest that you contact Ebay for Business on Facebook or Twitter for the better trained CSRs.
Here are your options for contacting Ebay Customer Service.
https://twitter.com/askebay?lang=en
https://www.facebook.com/eBayForBusiness/
If when you use the link below you can only get to the Automated Assistant, type AGENT in the box and hit enter. You will then get more options.

"You can't share the contact information BEFORE the sale". That contradicts with eBay's own system. Here is a screenshot of communication with the Seller. Nothing has been purchased yet, no orders has been place. EBay is offering to show the sellers phone number in case I need to call him/her. It does NOT apply for all the sellers, but quite a few has this option somehow enabled. My question is how? Obviously when I click on it - I can see the phone number right away.

Sellers can turn on the phone number option within their Buyer Communication settings.
See the last item on this page:
https://www.ebay.com/cnt/ManageBuyerCommunication
The phone number will then be available on the "Other" FAQ on the "Contact Seller" landing page.

It may be another undocumented test. This thread started in November of last year, so details may have changed since then. The original question was actually asking about post-sale communication, and eBay provides the seller with the buyer's phone number anyway. (It's in the order details.)
