I suspect that when a single third party reports a listing, the report is assigned a very low priority and triaged by an automated system.
I suspect that it would not move up the priority list and be reviewed by an actual human being until it had received numerous reports from numerous different parties. And without sufficient reports, it would never gain priority and never get reviewed.
