I have been selling on ebay for over 2 years now became a top rated seller 6 months ago. After reviewing my fees I noticed that some of my items did not receive the 10 % discount that is applied to the final value fee.

I have contacted ebay about this and reported that 46 of my items did not get the discount, and the credit request was around $250. They said they will report this to the technical team and get back to me..

I call back a week later because I didnt not see any fees credited back to me and found more of my items not getting the discount.

I would recommend all sellers check your payment stubs and see if your items have been receiving this discount or not.

Ebay charges enough fees and than they try to get more money out of me. Plus UPS and Fedex always charging me way more than the estimated shipping price. These issues are become very frustrating for me because there is not much profit to be made selling on ebay. Although it is the best marketplace for selling but I really wish the fees would lower or a new site for selling items to be made because all these fees add up and there is not much money being made.

You don't get a 10% discount for being a top Rated Seller. The discount applies to listings that are Top rated Plus:

Top Rated Plus
As a Top Rated Seller, you can qualify for a Top Rated Plus seal and additional benefits when your listings offer the following services:

Same or one-business-day handling, and
A 30-day-or-longer free return period with money back option.
You can choose to offer these in some or all listings. For listings that qualify, you earn the following benefits

The Top Rated Plus seal, displayed prominently in search results and your listing description.
A 10% discount on final value fees.

I checked a couple of your listings, and they said "Buyer pays return shipping." Those won't qualify for TR-Plus and the 10% final value fee credit.

Free returns are not required in all categories to qualify for the discount. I don't know why so many people keep making that statement.

Some of the OP's listings are in categories that don't even require returns to be offered at all to qualify for the discount.

In some product categories, we'll extend the discount benefit (but not the seal) even if you don't offer 30-day free returns

In Jewelry & Watches, and most Collectibles & Art categories, you need to offer 14-day free returns

I had a disagreement with a popular YouTube "creator" over the very same subject. He, like most all posters here, get it wrong as to what qualifies for the discount. He's such an idiot and ego maniac, he couldn't be bothered with something like the truth. He still spouts off the same lies and fake news today. And thousands of people follow that fool, and take his advice about business. Yet he purposely spouts off fake news and lies. SMH.

To the OP, you are only getting the discount in the categories you qualify for. If you want it in all categories, you will need to offer FREE returns. For me, it's not worth inviting more returns at my expense.

The items that I checked (cell phone case and kitchen appliance part) are not in the exempt categories.

Yes thank you, I sell items in ebay motors>parts & accessories, and for this category buyer pays for return shipping which I had and 30 day returns. I had complied with requirements for the 10% discount and still didn't receive the 10% discount for some items. I had contacted ebay 4 times about this issue. I got transfered from one person to another and than I finally reached head manager with accounting. They looked over my listing and they said you are right! You had all the requirements for the discount and you didn't receive it. This is a technical issue and i will start an investigation with the and report it the "technical team" and i will get back to you in a few days. I never got a call back or email regarding this issue, i call back a month later and they said we dont have an answer but I will file the investigation again. and still they never got back to me. I called back last week and they said they canceled my investigation and no comment to the problem. I am going to call back again tomorrow with more items that need to add to the list that never got the discount. This a serious problem because they owe me over $250 in discount credit. I need some help guys. Ebay is trying to scam all sellers. For all sellers in ebay motors I would advise everyone to look over your account because there a "technical issue" with the 10% discount. On the phone ebay employee told me there's hundreds of thousands of people with the similar issue. I feel like there's going to be very large lawsuit coming to Ebay soon!

I have all those options. I have one day handing and 30 day returns , and for selling car parts, the seller does not need have to have free shipping returns.

The OP is correct, the seller does not have to have free returns when they are selling in the Automotive Parts category (or a few other exempt categories). From the link you gave above:

@definitesales, I found this listing of yours (shown below), in the Computers/Tablets & Networking category, which does not qualify for the TRS+ discount because it doesn't have free returns, and it is not in one of the exempt categories.

@nobody*s_perfect also found some other examples that were not in exempt categories. So, although many of your items don't have to have free returns to qualify for the TRS+ discount, some of your items are in categories that don't qualify for the discount without free returns.

No problem, @stuff4divas .

The OP does have some listings that don't qualify for the discount. I posted one, and @nobody*s_perfect saw some others. So not all of their listings are eligible for the exemption, and I'm pretty sure that's why they don't get the discount for all their transactions.
