There is a thread on the Technical Issues board, which I posted this earlier today:
I called CS this morning about the traffic report being stuck on Apr 18th. They were not able to give me an answer while I was on the phone, however, I did get this email from eBay a few minutes ago:
Hello Kim,
First, I do apologize for the inconvenience this has caused, however, the turnaround timeframe for the traffic report to be updated is May 22nd. I have submitted the information concerning your account and we trying to resolve this as quickly as possible. Please bare with us in the time frame given while resolve this issue. Again, I do apologize for the inconvenience and thank you again for choosing the Ebay platform.

So, to me it looks like anyone having this issue needs to call eBay.
