Scammed out of $520 from chargeback and eBay won't help.

So here's the story. I sold a brand new OEM Honda radar for a 19 Honda Accord LX, still in the original packaging and never been taken out of the box or installed. After the buyer received the radar he instantly asked for a refund and said it wasn't as I described since the part number on the physical radar wasn't the same as the part number on the box. We messaged back and forth and I told him I don't accept reruns especially anything electrical. I told him that not all parts Honda sells have the same part number and the number on the radar was a manufacturing part number and does not exist through Honda. I work at Honda and I provided him evidence from the Honda interactive that I physically cannot order the part number on the radar because it's a manufacturing part number, he didn't believe me saying on eBay they are selling the manufacturer part number but I told him that they are used or either stolen but kept calling me a scammer and a lier yet I've sold multiple of these radars to body shops in my area as I do wholesale and not a single Radar has come back or received a call about them not working. I also have radars in my inventory and not one have the same part number as the box. I told him that what he has is the correct radar for a 19 accord LX and to take it to Honda to have them install. I don't have his vin number so I don't know if he bought the wrong one but from what it sounds like he definitely did. I told him if he didn't believe me to call Honda and ask them to order the part number on the radar and let me know what they say but that was the last message I sent him. The return request closes as he didn't send it back so I figured I won, I was wrong. He went to his credit card company so they put a hold on my eBay account for a month with my funds that I couldn't take out. I called ebay and they informed me that I had all the correct evidence and if I didn't win they would help me. I didn't believe them and wanted the buyers credit card company and they told me it was American Express. I called American Express and they told me that they can't help me as it was up to the merchant so I called ebay back and they tell me it was American Express... So I was monkey in the middle and only evidence I could post was "ONE PICTURE" you can't say or do anything so it was basically a waiting game. October 17th I received an email saying that they (his credit card company) sided by him. So eBay put a hold on my account so the $155 that I had in my account I couldn't take out. I called ebay immediately and even spoke to a supervisor telling me that the money in my account was my hard earned money and I would be able to take it out in a few hours. A day later it was still in the negative... Well he lied. Called ebay again all day to spoke with 6 different people and supervisors telling me that they can't help me as it was up to his credit card company and they kept asking "can you explain the manufacturer part number" yet they can read all my messages with the buyer and that the "evidence" I should have provided was that I was giving him a refund... One supervisor told me to do a counter chargeback but another told me to take the $520 as loss and if I did a counter chargeback that eBay will fine me. Everyone from eBay straight lied to me and that 13 years of being with eBay meant nothing. So now eBay has taken my $155 from my account so I lost that money and $365 from my bank account and the buyer still has the radar. Ebay knows I was scammed but won't do anything at all to help me. I won't ever sell on eBay again. I called my bank and I was able to block eBay from getting the rest of the $365 but we will see how long that lasts. Anyone know what else I should do? Or am I out of luck? It's not fair that I am getting punished from selling the correct part on their site.

Im sorry, but you should have accepted the return, provided a return label and refund after return. Once the buyer goes to their cc, its out of Ebays hands.Jjust be aware that if Ebay cant collect the rest of that money, they will turn you over to collections and ruin your credit.

Honda doesn't accept returns on electrical parts so even if I got it back it's basically a brick because I can't return it to Honda or resell it as it's now used.

I understand that, and I hate to say it, but it just part of running an internet business, sometimes there is a loss.Write it off on your income tax.You just cant win a snad case on Ebay..and most buyers will immediately turn to their cc if the return is refused.

Many here miss your main point.  You're not only upset a scam buyer takes your item and money, but also that you can't count on ebay to follow through on what they tell you they say they will do for you, multiple times.  Its business fraud, thats what they would call it if we did what they did.  They never fix the source of the fraud, so its institutionalized fraud.

No empathy exists for sellers here. I feel for you, but I am also a seller.

And you found out the hard way that csr's lie and will tell you what you want to hear to move on to the next call.

With eBay basically doesn't matter if you don't accept returns, because they'll still make you refund their money of they're not satisfied. Maybe you can ask the buyer to return the item and say you'll pay return shipping?

It's crazy because I have all the evidence that I sold the correct part yet I'm wrong. eBay told me to do a counter chargeback with my bank so we will see how that goes.

Even if I got it back I basically can throw it away because it's now used and Honda doesn't except returns on electrical parts so I can't send it back to Honda.

Well every seller in here has empathy for you, we see this same story over and over in here every day. I wish you good luck on the bank chargeback..Ive never heard of that. But I do know from several friends in here who went thru it that Ebay will get their money back come hell or high water.

Forget all the back and forth with a buyer, just tell them to return it for a refund.

Once they figure out they might have a problem getting a refund, they just go to their credit card and let them deal with it.

If ebay pays these CSR people to provide false information sellers base their ebay business decisions on, that's clear business fraud. Businesses cant commit overt business fraud like this (telling its customers wrong info if they use a particular form of customer help) and claim its just their business policy.

Unfortunately since you didn't allow the return, the buyer went the only route he though he could, a chargeback.  Once that happens, eBay has no say in the outcome.  All they can do is forward the tracking info showing it was delivered and whatever evidence you provide.  The CC company makes the final decision and it is almost always in favor of the buyer because after all, that is their customer and you are not.  Who do you think they will want to make happy.

eBay CSR's are well known for giving bad info, false info, and must ill informed info.  Sometimes they will just say what they think you want to hear just to get you off the phone.  Happens all the time.  A counter chargeback might work but I wouldn't hold my breath.  Again, you aren't their customer so they have no incentive to help you and make their customer angry.  

The takeaway of all this is accept returns.  It is part of being a retailer whether we like it or not.  On eBay, no returns does not mean no refunds.  You will be much better off just allowing returns in the future.  eBay is a lot more likely to help you out in a dispute if you show that you are willing to take a return than if you tell a buyer that you won't take an item back.

The buyer didn't buy it from Honda, so what do they have to do with it.

I didn't see you mention anything about the buyer hooking it up, so why couldn't you resell it?

But you can always sell it again on Ebay as new open box.  Besides, you should not be drop shipping, listing parts you then buy from your employer, especially auto parts.  Then again, you would probably not get the part you shipped back but the defectives part the buyer wanted to replace.  But the real origin of your woes was not accepting the return in the first place as your proclamation that you "don't accept reruns" is a meaningless statement that will be negated by Ebay every time.
