Here is a link to the Announcement that Ebay would help those affected by Hurricane Idalia. Use this info when you have a conversation with Ebay again.
I would suggest that you contact Ebay for Business on Facebook, Instagram or Twitter for the better trained CSRs.
Here are your options for contacting Ebay Customer Service. Please be aware that for social media CS, you send them a Private Message and briefly explain what your problem or issue is. Feel free to leave your Name, address, phone number and/or your email address in this message. It is private and secure and it may help to speed up the response for you.

https://www.facebook.com/eBay/
https://www.instagram.com/ebayforsellers/
Your options will be on the left. If you use the link below you can only get to the Automated Assistant or Chat box type AGENT in the box and hit enter. You will then get more options. Not all options are available 24/7. It will depend on staffing available. So sometimes you can request a call back and sometimes you can't. Sometimes you have the Chat option available and other times it won't me. If it is important to you to use one of those options, just try back later.
If you use a cell phone or other mobile device, you may need to turn off your Spam filter so that Ebay can call you.
If you are a seller outside of the US or Canada, you will need to use the Chat Option.

Why would a seller outside of the US or Canada be involved in any protection regarding a hurricane that struck Florida?

This may be silly... but maybe the CSR said 'Oct. 20' and you heard 'Oct. 12'? They do sound similar...
I only wondered because the seller evaluation is on the 20th. Have you contacted on FB since Oct. 20?

You could have used Time Away and hid your listings until you could start shipping again.
I don't understand why sellers don't use the tools that Ebay provides, then expects Ebay to fix their accounts?

The only thing I can think of is with emergency closure and/or evacuation, using time-out wouldn't affect those sales already made where the seller couldn't pack them and get them to the post office. I've been through two hurricanes and things happen fast.

I didn't question your method, I was just checking your timeline and wondering if you'd contacted them since Oct. 20.

It is just a macro I use that gives the ways to get to customer service. Not all links help everyone but all links help someone. You are welcome to skip over them when I post it.

If contacting Ebay on Facebook didn't turn out well for you, try one of the other Social Media methods. I know it sucks, but working directly with Ebay is the ONLY way to get this fixed. I'm really sorry they made it so difficult for you.
