As a seller, I allow returns up to 14 days for any reason. But when does the clock start ticking? The date they pay? The date I ship? The date they receive the shipment?

The clock starts on the day they receive the item. This is stated in every listing, in the smallest possible "fine print."

Of course the clock starts when the buyer receives the item.
It would be silly if a buyer's ability to make a return was eliminated because the seller shipped late or the post office delivered late.
