As a seller, you are accepting a return. One way is to generate a return label and to attach it to the email for your beloved buyer.
Another way is a bit confusing ... I see several options (drop-down menue) on the return form.
One of them is saying "Means are available for the label" or something like that.
Hm...m...m...
I selected that option assuming that now it is the buyer who will buy the label using my funds. Am I correct, assuming that I have done my due diligence by clicking on that option?
Or ... Can the buyer escalate the return case saying that I did not email him the label (as PDF file)?
What is your understanding of the "provide means of the return"?

It's such an obvious thing to implement, right? You'd think eBay would have done it years ago, within the first year of the QR launch.
Best guess: there must be some kind of issue with a return service label and implementing the QR code otherwise eBay would have done it already.

Question for you.........why aren't return labels available to buyers via QR codes? Any chance of getting that option initiated? As Wastingtime says, it's kind of a no brainer as a benefit to buyers..........

@wastingtime101 lol, well Brian was behind it.........Maybe Devon can stir up some interest....... My non educated guess is that whoever did the initial (seller) development side left and nobody knew what to do.....Perhaps there's someone "new" who could tackle the buyer/return side....... We can only hope.

No, I did not send a return label to the buyer.
This board is a mess. It is not about QR code or other nonsense.
People can't answer a simple question.
I will repeat my situation/question:

FYI @dhbookds - from 2020, discussed with Brian
Hey @dhbookds! Here is what information I was able to find on buyers being able to use a QR codes as a return label:
"When a buyer is responsible for return shipping (for remorse returns), and they select a USPS service, they will be given a “printer-less” option to ‘print’ the label using a QR code.
● If selected, the buyer can bring their mobile device to their local USPS location and have the label printed there (via QR code scan) - which is especially helpful for buyers who don’t have a printer, or who are out of printer ink.
● The return tracking number will be uploaded directly into the return (as usual, when creating a label on eBay). "

@dhbookds Thanks for the info. I have not heard back from the buyer but my guess is they were just fishing for a discount. I describe very well and the item was in actually better shape than listed and very reasonably priced. I'll have to wait and see but my guess is the buyer will come to his senses and realize they got a very good deal and will keep the item. If he does open a return request I will just provide the label and what he does with it is up to him.

Thanks Devon............that's part of the answer..........
When a buyer is responsible for return shipping (for remorse returns),
but why wouldn't (couldn't) they use it for NON remorse return labels, i. e. the ones the seller pays for?

Hey @dhbookds! I was able reach to the Shipping team to get some clarification and this is what they said:
"It’s intended to indicate QR code is available for all return labels but that buyers are only required to pay for return label for remorse returns."

Hey @nice.old.man. This question was addressed in post 5 (link) by @pjcdn2005.
You are not correct in assuming you have done your due diligence. Buyers cannot buy labels using your funds. You have to provide the label using your funds.
The "means" option is likely tied to situations where a seller has to send buyer funds outside of eBay (usually through PayPal) to pay for a return label because:
1. the item is shipping internationally and eBay cannot generate international return labels
2. the item is oversized/overweight/freight and cannot ship with the USPS return labels eBay offers
So by selecting the "means" option and leaving it at that, you did not actually provide the buyer any means (funds, label) to return the item.

Excellent to hear this was rolled out at some point. Thanks for the info Devon.
