I sold a sterling silver doctors thermometers carrying case. I took the thermometers out prior to shipping to England and now GSP is telling me it is restricted and they are not shipping it and not returning it to me. How do I talk to a real person about this. Mel

Usually what happens in that situation is that you retain the buyers money, GSP (Pitney Bowes) refunds the buyer's money out of their pocket and then sells/relists the item under their name........
Is that what happened? If so, what's the problem?

There is nothing you can do about it, You will have to refund,
When you relist: you could inform you purchaser that you have and try shipping it your self.
This does have the risk it could be confiscated at the customs of that country.

many countries have restrictions and prohibitions on importing precious metals thru the postal system...
excerpt from the prohibited section on the "Country Conditions for Mailing — United Kingdom of Great Britain and Northern Ireland(Includes England, Scotland, Wales,Northern Ireland, Guernsey, Jersey,Alderney, Sark, and the Isle of Man)" page on the US postal service website:
Coins; platinum, gold, or silver (manufactured or not); precious stones; jewels; and other valuable articles.
so, you cannot send silver to the UK...

There's nothing to talk about.
You get to keep your payment, they will refund the buyer and the item will be resold.

It does because they refuse the item and are returning it.

I think you might have missed the operative word here.

The item wasn't refused and it's not being returned.
The seller gets to keep their payment and Ebay will refund the buyer.
They take the item and resell it to get their money back.

Not how ebay works.
If the item is refused there is nothing to do. Just move on to the next fire.
