After reading the 2018 Spring Seller Updates a little more thoroughly, and being upset that sellers no longer had the option to implement a restocking fee, I realized I was incorrect in that conclusion, I think. The restocking fee is no longer allowed only if you are offering free returns, I think. Here is the info:
Restocking fee no longer permitted with free returns
A free returns policy means just that—free returns with no additional fees. Starting in 2018, you will no longer be able to charge restocking fees when you offer free returns.
If you do not offer free returns, you will still have discretion to charge a 10%, 15%, or 20% restocking fee. However, starting in 2018, the buyer will only see a restocking fee of "up to 20%" in the listing.
BUT, I also read this, which is why I originally concluded that restocking fees were no longer allowed, period:
Streamlined returns policies
Starting in May 2018, we will streamline our returns policy options. Buyers' expectations are continuously evolving and we strive to deliver a returns experience that is consistent and competitive with the changing marketplace. Our simplified return policy options will help drive a retail-standard returns experience for buyers and may boost your sales. We recommend that you begin changing your returns policies now.
The five return policy options will be:
Restocking fees will no longer be a return option.
My May listings do not have free returns and still show the restocking fee.
So which is it? How do you decipher the restocking fee policies? Thanks!

It's right in your second quote:
Restocking fees will no longer be a return option.
I believe Trinton has confirmed that as well.
I think your first quote is from the 2017 policy change.

My understanding of restocking fees were if you "have" a return policy you can charge a restocking fee. At least with the old rules.
Personally, I think sellers should still be able to charge a restocking fee if they accept returns but are not opting in to the "free returns" program.

We agree free lifetime returns and no restocking fees. Free shipping to and from. We need to evolve to the modern buyer guys cmon now lets get it together. Best regards

Thanks for letting me know. I went back to reread the update and frankly it confused me. I saw the May 1st date and also the following: "Sellers will need to update their listings to meet the new 30-day free returns requirement by June 1, 2018 to ensure that they continue to be eligible to receive the Top Rated Plus discount and badge benefits."
Since I still have my badge on my listings, that made me think nothing started until June 1st. So restocking has a different start date than the new return policies?
