I need to publish my very first item on ebay,but I have not posted any before either with different account..and when I go to list the first item,massage will appear as "Request higher selling limits,

Have you confirmed that everything is complete and correct with your Payoneer account? And have you received notice from Payoneer and eBay that everything is approved and linked, and you're ready to sell?
