I have an item pending that I sold and the buyer started a return. It is clear from my listings that I DO NOT accept returns.
Buyer has misrepresented that the item was not as described. THAT IS NOT TRUE!
I see where eBay let him tell his position.
WHEN DO I GET TO TELL MY SIDE OF THE STORY???
eBay only gives me two options.
Full refund and the buyer keeps the item.....
and
Purchase a return label for the item to come back to me.
Seller is being untruthful.
What do I do to be able to tell my side???

You pretty much can't
The eBay money back guarantee overrides your no returns policy
You need to choose one of the 2 choices before eBay chooses for you (they'll choose to refund buyer and let them keep it)

EBAY 30-Day Money Back Guarantee (supersedes "no returns" policy) allows customer to return item by claiming "not as described, counterfeit, defective, missing parts" (you will be forced to refund purchase price + shipping BOTH ways). Customers are NOT required to prove their claim. EBAY always rules in favor of the customer.
If you give the customer a hard time (EBAY will immediately refund the customer + allow them to keep your item). Also you will get a "defect" against your account for not following policy.
Don't bother contacting EBAY (they will not view your evidence). The only thing EBAY cares about is keeping the customer happy.

You don't.
The reality is that eBay has no way of knowing what was shipped, what was received, or what was returned.
But since they give buyers a Money Back Guarantee, they decide these disputes in favor of the buyer because it is in eBay's financial interest to do so.
This has been true since 2008, when eBay first introduced the Money Back Guarantee.

They don't want to hear the sellers side.
If you want it returned before refunding, accept the return and provide a shipping label.

The best thing to do is get your item back and sell it again if the value is there.

And then hope you don't get used rubber bands back or some such. Even if you do, you have to refund the buyer. If you Report the Buyer afterward you may... MAY ... get made whole, but don't bet next month's rent on it.
