There is a user with ID: who listed electronics items at the same price of $8.99 while items have a value of $50-$100 , it's quite clear that the guy it trying to scam buyers and there are no goods for sale. I already reported the user and also contacted CS and they agreed that an action needs to be taken against the member and they already forwarded the report to their policy team who can take an appropriate action on the buyer, but from 2 days ago, no action has been taken and he is still collecting money from buyers and sold hundreds item. I reported many frauds so far and actions were taken in minutes, but for this one, it seems eBay doesn't want to take any action for some reason!!!
I also listed some of the items he already listed for sale but because of his fraud, I couldn't sell anything. Is there any way to stop such scams and fraud?

ANY buyer who receives ANY purchase that is not as described in ANY way can open an item not as described case in the Resolution Center.
It's doubtful if eBay would do much investigating in the scenario you describe because, for one thing, how do they know you're not a competitor trying to get this guy off the site?
And how would the fact that this seller is a fraud, per your report, make it so you "couldn't sell anything"?

Unless you actually buy the item you suspect as fraud you cannot just report sellers on speculation. Ebay will do nothing unless you are the buyer. You also cannot put a sellers name on the boards.

Looks like their listings have been pulled.

What? Competitor trying to get this guy off the site??!! Like other sellers I always check other listings, and always there are users that try to scam buyers and I always reported them and eBay always has taken action against them. So, why do you think a $100 item can be sold $8.99?!! Even the shipping cost of the items is more than $8.99. Did you read the hole message? I already shered the buyer's ID, you don't need to be smart to figure out that it is totally a fraud, and eBay costumer service already confirmed they have to take action against the user.
Why are you trying to support the fraud?

Speaking of that . . .
From the Community Rules of Engagement:

You'll have to reserve naming your "offending" seller for one of the hundreds of Facebook scamming group pages. They don't care who you name or whether anything you post about other eBay buyers or sellers is true. You have to be careful, though, as I do believe I recall someone posting about your eBay seller id on one of those pages awhile back.

In first, I meant "sellers I'd" not "buyers I'd", it was a typo. Ok, I'm not going to say that you seem you're the same person!! I'm not saying that you have several accounts, but I have seen many sellers that have been in this cominuty with their other accounts to defend their self.

Maybe eBay did do something. I've been monitoring the seller's eleven items the past hour, and no movement at all even though there may have been as many as 300 sales in the past 24 hours. I have no need for any of these items or else I'd be very tempted to buy one myself (like the brand new $200+ gaming console for $8.99 with shipping included). Since eBay hasn't outright removed these listings, I wonder if this is some kind of weird experiment.

No, that's no correct, as said I always report the fraud/fake listings and eBay always has taken action.

Yes, it also seems the seller is very active in here, because I already told him that going to report his account here. I almost every day see this kind of fraud specially in electronics category. Professional sellers can confirm this !!
As said when I report this kind of fraud, eBay always pulls down the listing, but this time it seems the policy department office is closed for a while!!

It seems I had to bring it here so that they remove the listings!!

So you are saying that you, who freely admit that you are a competitor of this particular seller, have ALWAYS been able to get sellers kicked out on your word alone?

Without seeing the specifics I can't say for sure, but what you have described sounds very similar to the triangulation fraud I have been tracking for 6 months. https://community.ebay.com/t5/Selling/Warning-Retail-Arbitrage-Credit-Card-Fraud/m-p/30822324/highli...
Basically hijacked accounts are used to post fraud listings, often at extremely low prices, then when they get a sale on eBay, they turn around and "drop ship" from a legitimate ecommerce site - using stolen credit card info for that side of the transaction. They don't have to care if they sell it for less than the retail site price because they aren't really paying for it - you can't beat "free" inventory. 🙄
It can be a way for scammers to turn stolen CC info into cash -

eBay is very much aware of this kind of fraud - and does not do much to stop it.

I'm glad you took the time to report the account to ebay. I have done that many times when I see obvious fraud.
The reason you can NOT name and shame on this board is because the seller is not here to defend themselves AND their account may have been hacked which means they are not even responsible for the listings. If their account was hacked then their only "crime" is that they did not practice good internet safety.

I don't know about the other seller, but I'd like to know how you ship your items First Class?
We sure could save on shipping?
