Report offensive communication.

How do I report a buyer for offensive language? They did not buy anything, but wanted me to break up an item and sell it at a big discount. I said no and they sent me a horrible message.

Ebay absolutely CAN & DOES get involved in M2M communications if they are spammy or offensive or rude.  I have involved them several times, most recently by chat, requesting that they ask the member to cease & desist & each time I've done it, it has worked beautifully & the member has quit harrassing me.   

Personally I haven't reported anyone for swearing, but I have for calling me names & mostly I have when they spam & won't stop.  I had one writing me approx once/hour for days, that type of thing.   That said, I also have read of people who have been threatened & get no help from Ebay, so you may need to try again if you get a bad rep.
