eBay is actively ending listings that are related to COVID-19 Price Gouging.
If you wish to help eBay police the 1.3 Billion active listings, eBay employees have given guidance on how to report these listings (new guidance as of March 16)
All listings have a "Report Item" link.
On a desktop/laptop this link can be found directly above the description on the right
On mobile, the button is "Report this Item", scroll down past "About the seller"
Use the following Menu options:
Prohibited And Restricted Items
Illegal Items and items encouraging illegal activity
Other Illegal activity concerns

They have added the price gouging option for reporting now.

I have been reporting price gouging to eBay for several days and all items reported are still active. Nothing is being done. One item I normally buy for $7.79 is being sold as of now for $55. My next step is contacting the state attorney for California.

It may depend on what the item is-- sometimes things get popular -- I am a survivor of the Cabbage Patch Wars of 1984.
Sometimes the listings are auctions started at a reasonable price then ballooned by thrill bidders and vigilantes.
EBay has rarely responded to a single report from a single member. The reports seem to accumulate until there are enough members reporting the same listing, because the single reporter may be a vigilante, or a competitor, or just wrong.
AZ has the advantage that half their listings are there own products. They can take those down easily.
And AZ is great at publicity. They know how many of their own listings they have removed and present that as Today's Wonderful Thing,
A lot of people still believe AZ delivers by drone and not by USPS.

Who has said that Ebay hasn't removed that many? Or do you assume they haven't because listings keep on popping up?
Ebay has removed 10's of 1,000's of listing. I send a few minutes every day reporting listings and when I check back, a few hours later or the next day 98% of them are gone.
If we all spend just a few minutes a day doing it, it would really help.
But you are really making assumptions without the facts and I don't know why?

Yes there is. Probably not in every category, but in most affected by this issue there are.

They have updated the site with more accurate reasons now.

The item in question is food and a basic necessity. Here in my state there is a law that any such item cannot be priced above 10% after a declared emergency. Maybe retailers should follow what some are doing in Denmark: first item $8, second one $80. We are all in this together.

Here is my experience with this so far:
I went through the Cabbage Patch Doll craze and some of the other toy crazes. If people are too impatient to wait until the next shipment of a toy that is going to be completely worthless in 30 days, then that is on them. What is happening here with basic hygiene items (toilet paper and hand sanitizer) is criminal.
Managing price gouging sales is the responsibility of ebay and their engineers and NOT the sellers. We are not and cannot be the police of only God knows how many sales that happen here for toilet paper and hand sanitizer daily that would fall under price gouging. I spent the last week looking these sales up and reporting them. After today, I am done wasting my time.

There is nothing wrong with members that want to help Ebay locate and close these listings that are price gouging to report them. Certainly everyone may not have the time or desire to help. But those that can should.

lol really they are. I still see the $600 + $ 130 for mailing on 1 gal. hand sanitize. It has been going since and before the band of sale on this site. If that not a slap in the face for the ones they removed. They may be removing but them working on it is VERY SLOW. They really just pumped up the gouge when they banned it.
