I am really new here and really unsure about staying. Do I understand correctly, EBay will automatically relist an item & I have no say AND every time they relist it, it generates a new insertion fee? If true, they can, there-by eat up money over and over on the same item.

As a seller with no store subscription, you get 250 free insertions per month. These can be used for new listings, for relists, or when your fixed price listings roll over each month. You are charged an insertion fee only if you have used up your 250 free insertions for the month.
Fixed price listings (AKA "Buy it now") are in "Good until canceled" format. They automatically roll over each month on the same date they started: A listing that begins today will roll over on February 24, March 24, etc.
When you set up an auction, you choose a duration (ranging from 1 to 10 days). There is an option to automatically relist an unsold auction up to 8 times with no insertion fee. You can un-check this option when setting up your auction.

@Anonymous In addition to @nobody*s_perfect 's reply the automatic Relisting on Buy it now GTC (Good til cancelled) listings happens the same day each month the item was originally listed AND you can End a listing before it rolls over.
So if you create 5 listings TODAY, the 24th of the month those 5 items will Relist again next month on the 24th.
Months with 31 days force the Relist in a month with 30 days on the 30th of said month.
Auctions have cycles of 1, 3, 5, 7 & 10 days. Make sure the Auto Relist is NOT turned on if you use an Auction format. When an Auction ends without the Auto-relist (up to 8 times) then it moves to your Unsold file like any Ended item. It will remain there for 90 days or until YOU Relist it. The Auction "Auto relist" is NOT the same auto-relisting as Buy it now GTC listings ... just so you know.

Also you can end a Fixed Price BIN listing before it's scheduled end time. It goes to your UNSOLD items and you can relist it, when you choose. It is still a part of the 250 free listings.

Thank You! I must say, there are so many pages and so many categories, fee structures, rules, tips, advise, Etc. One does not know what they do not know! I really do wish EBay was as straight forward as other sites I use.
