After the buyer confirms the cancellation, it's usually instantaneous.

The refund process starts immediately. The credit might take up to several weeks to hit the funding source.

It depends how the buyer paid- but if they're saying they didn't get their refund yet you can refer them to the link below.

I'm not sure if you're in PayPal or managed Payments.  I'm still in PayPal.  The last few i did were instantaneous.  As soon as the buyer confirmed the cancelation his money was immediately refunded from my paypal balance.
