Previously sellers could do a partial refund for a buyer such as for shipping adjustment, etc. But now I was told by eBay staff you have to ask the seller to open a case on that item in order for the seller to issue the partial refund. So ridiculous.

If that is true, that's ridiculous. That's putting refunds in the buyers hands not the sellers and is just an awful practice. I give refunds for lots of things, including shipping. Did you get that info from facebook/twitter support or from the chat/phone people?

Go to your Sold and Shipped Items in Seller Hub. Find the item there. Use the pull down menu next to the item and you should find a refund selection there.

I did a partial refund (for shipping) just yesterday, still working as it has for a long time.
There is one thing that might have led to you getting the wrong answer from support. When there is an OPEN case, request, claim you would be blocked from using the normal process as with an open case everything must be done through the case.
As others mentioned, find the order in the Seller Hub Orders list, look for the dropdown on the left, refund is a choice near the bottom of the list, click, enter the reason for the refund and then the amount, click the refund button to preview and confirm the refund amount. You will see that part of the refund will come from your funds and part will be a refund of eBay fees.

I have been doing shipping refunds for International Buyers all the time. It still works for me. International Buyers for me cannot combine items in their cart and ask for a total on shipping. Thus, eBay gets that .30 per payment from me if International Buyers just go ahead and pay for their items separately

You can manually issue refunds at any time unless there is a current return or case opened for the transaction or it's beyond the time limit. Not sure if it's 60 or 90 days. Your refund amount can range anywhere up to the full refund amount. You are able to send multiple refunds in the same purchase, for allocation purposes.
How it may or may not affect your fees and defect level is another story.

That is simply not true. Its easy to do a 'refund'- partial or not.
Seller simply hovers at the drop down arrow where it either says 'print shipping label' or 'see order details' (if label already purchased or item marked as 'shipped') on left side of any order
'Refund' is one of the choices (they have to scroll down)- click it, follow prompts for reason and amount.
Very easy. Very fast.
No 'case' or anything needs to be opened.
If you are the buyer and that is what the seller is telling you, that seller either does not know, or is playing dumb to not refund you.

Go to sold items, find item, click on the down arrow next to View Order, put the amount of refund in the box, review refund and then confirm. Ebay will also give you a credit for the fees on the partial refund.

@sedong You were given the wrong information - see the above posts (no one tagged OP as far as I can see and this could result in kind of a mess for them if they following CS's bad info).

You were given incorrect information. I did an international partial and a US partial yesterday for shipping adjustments for combined orders with no issues.
The CS rep might have been confused thinking it was a partial refund for damage or not as described after the delivery.
