Did you mean:

Reciver refused package

I sold my first item and according the tracking number logs, "The receiver does not want the product and refused the delivery". "The package was refused by the receiver and will be returned to the sender".

The buyer contacts me asking where the item is at. I replied "The article is currently at the place of origin. I am not going to ship out the article which you shipped back because of shipping costs. Why did you shipped back the article and are asking for the article back?".

The buyer contacted me and stated "That was not my fault, UPS shipped back the article.i could pay the shipping again if want me to".

Does that mean the buyer signed a document saying she refused the package?

Reciver refused package

"The receiver does not want the product and refused the delivery".

Someone at the buyers location did this for whatever reason. UPS wouldn't return the item on the first try unless someone told them. Could be a mistake, someone else at the address refused the item not knowing something was coming.

The listing was a no refund listing. Do I have to do anything?

Yes! You need to refund the buyer. It's not right to keep the item and the money.

There’s no such thing as “no refund listing” on eBay.

All sellers issue refunds. Regardless of their return policy. If the item is returned to the seller then the item price needs to be refunded.

You are a brand new seller selling a high scam item, albeit a low priced broken for parts only item. Regardless of what happens to your broken computer, be aware that scammers target new sellers and you should get your feet wet selling small odds and ends before listing anything of value. And spend lots of time reading these pages. Imagine how you'd feel if that was a $320 computer instead of a $32 computer out there in the limbo of "refused land".

No they don't.

What's right no longer applies, only what is best for the seller in this situation.

And what’s best for the seller is to do the right thing and refund the item price.

Did you try to ship a UPS package to a P.O Box?

Refund the item cost only, not the shipping.

Seeing as the buyer still wants the item and is willing to pay shipping again suggesting a refund in this case is definitely not the right thing to do.

Unless you are refunding the buyer with your money.
