Have received negative feedback from buyer.
Received negative feedback which specifically promotes competitor!
Have fully attempted to work with buyer and gave full refund.
Have sold the exact same product involved since 2004.
Have not received proof of issue with order from the beginning. You have a problem you need to follow what ad stipulates including photos and immediate notification.
Items were exactly as indicated in photos and ad terms.
Ebay expects me to just deal with losses that occur. Ebay expects me to deal with negative feedback which promotes a competitor? Am I missing something?

Call eBay again and again until you get a rep that sides with you. State that one of your competitors left you negative feedback promoting themselves. Buyer is somehow connected or is the competitor to you. Someone at eBay should remove the two negs in this case if you state the above. One did it to me stated I charged shipping when I have free postage so eBay sided with me and removed but you do need to call several times.

Unfortunately, that is totally unenforceable and eBay will ignore that part of the situation every time.

Yep.
Am I missing something?
Other than your "buyer" almost certainly BEING your competitor, no. I think this falls under "malicious buying" and violates the feedback policies, but you'll have to devote a lot of time to getting it removed, if you ever do succeed at it. Can you tell... is your "buyer" and your competitor located in the same place? That would help your argument with eBay.

They may remove the comment but the negative will stay. From looking at your feedback what you are selling may not be a good fit do to shipping those things. It's not just competitors that is your problem as buyers can see your feedback from others.

They very well could remove the entire negative feedback if this is malicious buying.

Your buyer left that exact feedback (as a positive) for the seller he mentions. It was probably a mistake when he left the same comment for you, but I hope you can get it removed.

If you are saying: the person who left you negative feedback is a competitor who sells the same items as you do, do the following:
#1. Call eBay and report this seller. Be specific: have the items numbers of the same/ identicial products that you and this seller sells. Even check out this competitor's sold items for the same/similiar product.
#2. Tell eBay this competitor left the negative feedback to drive sales from you.
