I've had to do this when changing banks or the card used for payouts, but oddly today when I went to transfer my payout, it said I needed to "complete verification" and I would "be receiving an email within 30 minutes with next steps".
After 2 hours without email, I called and they said they already had everything and would be completing it in 2 hours. Fingers crossed.

So at 6am when I went to complete a payout, it said I would be getting an email within 30 minutes.
It never came. Checked my eBay inbox and it's not there either, so it's not like it went to spam.
The agent said "typically 2 hours" well now it's been almost 9.
Now a banner has appeared asking me to upload my ID, which this banner was not there before.
I was in the middle of a return and when I went to message the buyer it says "it's not you it's us, please try again later".
What the bleep is going on?!

It is a random security check. Ebay does them all the time. Just follow their instructions, you'll be fine.

Maybe you changed your email with all the other changes???

Personally I would simply up-load my ID as requested. That is really no big deal.

Banking laws are updated multiple times across the year. There is a VERY good chance, because ebay now functions as a bank, that there will be annual checks for security coming to everyone at some point.
However, if ebay is asking for things, it means you at one point gave them those things. They are seeking to verify you still own & are using the account vs. having sold it to another. Do what they ask of you or stop using ebay - those are your options.

eBay does NOT "function as a bank" not in ANY way. eBay functions as a Payment Processor which is not the same thing.

Great call out! Ebay like Paypal, are not banks. They do however have to have an actual Bank to process the actual money.

This happened to me last week as well. They simultaneously sent me a “welcome to selling on eBay” email and stopping providing immediate payouts. The verification is just sitting there. Nothing has happened. No movement, no progress, and all of my payouts are on hold. As always, support has no answers.

The problem lies in the name of a person...banking account routing number + the debit card related to it.
Ans sometimes an address can come into play as well.
It can get complicated...and I would never change banks for this scares me.
Customer service reps...will say anything.
I had in the past to send in an email a first page of my banking statement with the 'logo' on it....names and addresses have to match.
Oh, bank gave me for free a copy of my first page bank statement by the way...'logo' of bank MUST be on that by the way.

I just had to do this a week ago (upload photo of my ID). Been selling for 11 years. Called customer service and was told it's just a random security check. Was verified about 30 minutes after upload and then right back in business.
