You are jumping the gun!
Wait for a few days to see what further tracking shows up.
You might see it bounce back and forth but that is not always for the actual physical location it could just be the location of the manifest covering the bin/bag it was in.
If you really want to refund the buyer because you promised it in time for Christmas you should wait until the evening of the 24th.

Thanks @slippinjimmy
It was in Akron Oh this morning then later this evening it shows up in TETERBORO NJ DISTRIBUTION CENTER .
I'm guessing someone in Akron put it on the wrong truck. I was just wanting to do a refund so maybe they could find what they ordered somewhere close by before christmas. It was a gift their kid asked for Christmas and they ordered in plenty time. It would have been there tomorrow if things would have gone right. Usually I would wait to refund but with Christmas right around the corner I don't want them to stress. This way if they do get it in time it is a bonus. Plus we are on vaccation Starting tonight for the Holiday so I don't want to stress either. I have family coming in from out of town and just want to enjoy the holiday.

"... so I don't want to stress either."
If that is your end game, then find the order and use the drop-down menu to the left to 'Send refund'. And Merry Christmas!

You should do what you feel is right of course! As for refund, not sure how it would ding your metrics? Only if you didn't take care of a problem properly within set time frames. Returns happen, but generally they won't hurt your account.
Having a return request, ignoring the request, and making eBay step in WILL affect your account. So you should be fine in this case. I have returned a couple of items this year, didn't see an issue, and those were requested by the buyer. It happens sometimes.
Have a good holiday.

It's different for us used auto parts guys.
I've gotten a couple of warning about INADs.
We can only have (I believe) 2%.
Know what the return rate for a B&M new car parts store is?
It's about 5%.
And they get to HANDLE the part ... and it's NEW.
I
So, if a buyer emails me and it's not the right part, it's not his fault, it's not my fault, and I want to refund him BUT I don't want a ding, what do I do?
So, I reask the question that the OP did: how do you refund on a INAD without affecting metrics?

If an INAD is opened it will affect the metrics no matter what is done.

True, all INAD's and INR's stick in "Service Metrics" no matter the outcome.

eBay does count all opened Requests and Cases. But the only ones that 'hurt' are the ones the seller does not resolve in a timely fashion and the customer brings eBay into play. Those are the ones that are counted against the seller in their metrics.
That said, if you are getting a lot of Return Requests (any reason) in a given leaf category, you run the risk of eBay tacking on a surcharge to your FVF. There are two values in play -- the % of returns within that category as a whole, and the % of returns within that category specifically from your sales. If your percentage exceeds the peer average (the average of the category as a whole), you run the risk of the surcharge.
The account I manage for my employer has only once been tagged with the excess returns surcharge. We didn't change anything, but eventually the peer average caught up with our percentage and things were cool again.

All that is going to do is make you lose all the money and costs while the buyer is likely to receive the item soon. There is no rule on Ebay that will require you to do what you are suggesting and since your buyer isn't even asking you anything, you should be leaving it alone.
What I would do if this was an issue for me is as follows:
Go to USPS website and review the detail tracking info.
On this tracking screen there is a place to file for email updates as there is movement on the tracking. Sign up for that so you get informed right away when something gets entered to the tracking.
Go and file for a TRACE, I don't recommend filing for Missing Mail just yet. The two are completely different actions. The Trace usually gets the job done quicker.
https://usps.my.site.com/emailus/s/package-inquiry
And that is it. Leave it alone until your buyer contacts you, if they do. Often times when you file for a Trace, it gets the package moving, so I encourage you to do this as soon as you can.

Don't.
First let him file the Claim, if it is even necessary.
The tracking shows the last place the shipment was recorded, not where it actually is.
If he files the Claim, put the tracking number into the Claim.
That will give you (and the carrier) a couple of extra days.
Do this even if you think eBay already has the tracking.
They don't.
(Because Sheila in Tracking is not talking to Greg in Claims after what happened over the tuna casserole at Freddie's potluck retirement party. )

See, that's easy for YOU to say.
You are not selling used auto parts to people who don't know what they want.
Walk a mile in MY shoes and see if YOU can keep a less than 2% return rate.
BTW: My customers are NOT **bleep** at me for a return. Usually. Most of the time they ordered wrong and they know it. They just want to try again. And, I have no problem with that. I don't force anyone to buy anything they don't want to buy ... well, not since I quit selling cars anyway.
I went to Best Buy the other day to return a cable that I didn't need.
Do you think the clerk that sold it to me had his paycheck affected?
If he did, did he deserve it?
I mean, HE IS THE ONE that told me "this is what you need."
I say, fire him if it happens too much ... well, more than three or four times out of a hundred.
What IS your return rate ... on stamps?

Yea, I get it bud.
I'm in the same spot.
And, there isn't a thing you or I can do about it.
Get used to the idea that if something bad happens, its your fault.
And keep an eye open for other platforms ... I know I am.
I know it's just a matter of time till a buyer picks up a VW part for his Toyota ... and it will be the straw that got my account banned.
Till then, I'll just do the best I can.
Some people just don't believe in 'an accident'.
If something went wrong, it must be somebody's fault.
And THAT person needs to be punished.
Sometimes ... it's just an accident.
Nobody's fault.
And I don't want to force someone to buy something that they don't want.
I would imagine that eBay's customers would be happier with an easy and non-confrontational returns policy. I know mine are.
