I have my items set so only people in the US can purchase but someone purchased with an adress to Puerto Rico, how is this possible?

Hmmmmm. Puerto Rico is in America and the shipping rates are the same. I ship to Puerto Rico all the time. The only issue is sometimes the address.

Ummmm, b/c Puerto Rico is part of the US. A Territory if I recall & the shipping rates are US rates & they just have a zip code.
BTW, it is ALSO possible from people who are actually from other countries, all they have to do is have a US shipping address & there is no way to block those people & there is an add'l fee to selling to them. You can only block to SHIPPING outside of the USA.

Puerto Rico is a U.S. territory, so it receives domestic U.S. mail like everywhere else, ZIP codes and everything. Just package and ship as usual.

You can choose to limit where you ship and expand that to US Territories if you wish (we ship there, but perhaps you would prefer to not?)

You can also decide about PO Boxes, APOs, etc. Just remember that the more you limit your shipments, you might be excluding buyers you would actually want. (maybe ship there for smaller, lighter weight items and not large or oversized, etc?)

As mentioned, Puerto Rico is a US territory. USPS will ship there with normal rates. For instance, for me it costs the same as if I were mailing a package to New York or Florida. And fast too. Have sometimes seen packages go from southern California to Puerto Rico overnight. Kind of crazy to think about. Package must have just made the plane or something.
Ground can take a bit longer, so you'll want to decide if you have anything that will go that way is worth doing. Most buyers probably understand that by ship takes extra time. But some might not.
Other territories you might come across are Guam and the Northern Mariana Islands. Shipping to them takes a bit for some reason. Especially if it's going by boat.
As a whole, haven't had issues with Puerto Rican buyers outside of the occasional language barrier because not all speak English over there. Or not great English. Was fun back when I did tech support for their retail POS. Would normally have a particular person in the company to work with that spoke English.

I think OP didn't know Puerto Rico was in the US :). You can block Puerto Rico, Alaska, and Hawaii if you only want the central US.

It's in the USA as far as USPS is concerned.
For UPS and Fed Ex, it it considered a country.
