I once tried to change the promoted listing from 9 percent to 7 percent. However, I listed the item on my phone and the software registered the promoted rate at 97 percent and it sold. Why does not ebay give you an automatic pop up warning for promotions above 25 percent ? Seems to me like an easy fix.

simple, because this is exactly the result that they are wanting.
You would think that if nothing else they would limit the promote fee to a level that would result in you not owing money to ebay after the sale which is where you are at

eBay wants to make more money, and likely why eBay doesn't tell you a lot of things. For example, from a topic today, I have a feeling eBay didn't tell you about this either:

And never use the decimal point. Get in the habit of using round numbers or the same can happen if not paying attention.

They can't put guardrails around everything - we need to be paying attention. I've fat fingered stuff myself and now double check as it can be so easy to do.

no they can not put guard rails around everything but in this case they easily could, there is absolutely no reason other than they just do not care that there would not be a limit somewhere less than 100%
Back in the day before ebay closed customer service a mistake like this could be reversed sometimes at least

Don't try to turn this into an issue with Ebay. Just own the mistake, learn from it and move on. You should have noticed what you entered. I do understand about just getting busy and trying to get multiple things done in a limited amount of time. Still this wasn't Ebay's fault, it was yours. We all make mistakes. Learn from it and move on.
Others may try to blame Ebay for your mistake. But that is because they are typically upset with Ebay about something else, so any time they can trash talk Ebay, they take the opportunity.

This situation did not have anything to do with the decimal point. The OP was trying to change 9 to 7 but didn't erase the 9 and then inserted the 7 and then it registered as 97.

It was no problem for eBay to eliminate promoting at 1%. It was no problem for eBay to make ad fees calculated on the total sale with tax and shipping. It was no problem for eBay to invent "halo" sales, pretty much making 90% of sales, SOLD VIA PROMOTED LISTINGS, even repeat buyers that buy the same item month after month, yeah, those are promoted sales.

People would just be complaining about some kind of 'nanny' ware with eBay controlling the percentage at some arbitrary point. It's bad enough that they increased the 1% base to 2%. They need to just leave it alone and let sellers be responsible.

That reminds me of back the day when a buyer bought a item and actually received a picture of the item and there were people who argued that the buyers should be paying more attention

You want ebay to "fix it" so that people can't make typos?
