I sold an item on July 15, 2019 to buyer. He paid for it at around 9pm. I was already in bed as I get up early for work. The next morning (July 16, 2019), I saw the message that he had paid. So I took the item to work with me and planned to mail it out after I got off work. Well, around lunch time (about 13 hours after he paid) he opened an "item not received" case against me on PayPal. My ad clearly stated up to 2 business days to ship! I should also mention all of his messages are in Spanish, which I don't speak. So I have to translate them. His address for shipping is in Florida, but his profile says he is in the Dominican Republic. Anyway, not wanting to deal with someone like him, I just refunded his payment in full that day (July 16, 2019). Well, on July 17, 2019 he submitted negative feedback against me. I have reported him to ebay, but as of today nothing has been done! I still have the negative feedback, which was clearly posted in retaliation and ebay has yet to contact me! I did nothing wrong I can't reply to his negative feedback nor can I post negative feedback for him. I will assume because I used the report buyer option.
ebay has made a lot of money off of me over the years. I would expect ebay to back its sellers and do the right thing here! If ebay allows buyers to strong arm sellers like this then I might have to rethink using ebay!

When a seller cancels a sale as you did, the buyer is entitled to leave feedback--positive or negative. That's the way it works.
The buyer would have eventually lost an INR case when tracking showed delivered to the shipping address in Florida. Perhaps you should have left well enough alone.
I'm curious about one thing, though. Did you look at this buyer's "feedback left for others" before you accepted his "Best Offer?"

You should have ignored the INR case, ship out the item, and then in the case post the tracking info. The item would have arrived on time, and the case in your favor.
If you wanted to cancel the order, you should have sent a message to the buyer inquiring on the INR case. It could be he just wanted to cancel, and didn't know how to do it. If he replayed with saying that he just wanted to cancel the order, you could have canceled it with the reason that the buyer requested, no defect, and something to show ebay if he left a negative feedback.
eBay may still help you, depending on the reason you put in the cancellation, and your communication with the buyer.

Question - wondering if you know. When an INR case is opened in Paypal (I'm dismayed to learn that it can be opened so quickly) how much time does the seller have to provide proof of delivery before Paypal finds in the buyer's favor and refunds the buyer?
Depending on the timeline, refunding and not shipping might be a safer option for the seller.

If you get any help from Ebay consider yourself very lucky. They do not protect sellers at all.

When a buyer opens an INR on the same day he made the purchase it just means they aren't comprehending too well how to go about buying here . No rational person expects to get their order delivered on the same day unless they paid for some kind of hyper fast delivery service . It's probably a language barrier in this case . As far as e bay stepping in to help resolve this issue you'll probably need to wait until Monday . I can't imagine them not removing that negative mark against you for this transaction . Tulips

Since this INR was opened on Paypal, I'm not sure that eBay can provide any assistance to the OP.

If would be completely and utterly insane if eBay can't provide help in this situation and remove the feedback. Just the fact he opened up a case in PayPal the next day after purchase says enough.

I don't know the answer to your question.
I had one purchase from China that had a long-range estimated delivery time frame. As I recall, tracking hadn't been provided. As it got nearer to the latest date, and became abundantly clear to me the item had not been shipped, neither eBay nor PayPal would accept an INR until the last delivery date passed. I'm a bit surprised the OP's buyer was able to do that.
As far as your question, though, if the OP had the package with him/her and was going to mail it after work, not much time would have elapsed between the buyer filing the INR and the OP uploading tracking and having USPS scan it. In fact, the OP could have (in theory) created a shipping label immediately and uploaded the tracking right away (or uploaded automatically, depending). Would it be soon enough? I don't know the answer, and I don't know how responsive PayPal is to appeals.

Ebay will not contact you, you need to call them and explain to have any chance of the negative fb being removed. Be polite but persistent and you will have a good chance of having it removed after a careful explanation of what transpired.

20 days, according to paypal.
Paypal states that a buyer should "Wait at least 3 days from the transaction date to give your seller enough time to ship the item."
Three days? Not enough, apparently that is only a suggestion by paypal as the buyer filed after one day.
