I am having a problem with a buyer and transaction that I hope someone can help me with.
My requirements on my listings are that I ship to USA only.
I have someone from outside the country, who placed the winning bid on an item, but, I did not find this out, until they attempted to make payment with PayPal, who would not complete the transaction.
This person continued to try to make payment through PayPal, but PayPal would not complete the transaction. This bidder's bank card is issued out of the country, where she lives. But, she also has a USA shipping address.
When PayPal would not complete the transaction, this bidder demanded that I contact PayPal. I told them that they would need to contact PayPal directly, since the problem was not on my end. I also told them that my listing states that I ship to USA only. I do not do transactions outside of the country.
This person has continued to demand that I contact PayPal, has sent me countless messages demanding that I straighten things out with PayPal, or re-list the item and change my listing requirements to include foriegn bidders!
This bidder then told me that I have to sell item to her because that although she lives in another country, she has a USA shipping address! This person is harassing me! Despite giving her additional time to contact PayPal, she has refused to. Is there a way for me to cancel this sale and then re-list item? I would, of course, block this bidder before re-listing. If someone could tell me the procedure for handling this type of problem, I'd really appreciate it. I have always had wonderful bidders and never had this problem with anyone before. Thanks!!

It doesn't sound to me like the seller is necessarily willing to ship at this point. I was simply stating that if the address is correct, and not in violation of the listing, the seller would risk a defect for cancelling as there isn't a valid reason (buyers request or invalid address).
Unfortunately there is no prompt for foreign payment. So imo I see no problem with using invalid address.
Ordinarily I would have said to go the non pay route, but this buyer is so beligerent, I would want to get rid of her ASAP.
And those who are saying no problem, you are forgetting that they can open SNAD with paypal and send it back,

You have payment other than USD blocked in PayPal.
Unblock so the buyer CAN PAY HIS INVOICE, and ship when you have the ok to ship.

eBay should start handing out defects when PAYING BUYERS ARE BLOCKED BY SELLERS FROM PAYING.
Seller is taking advantage of something that is offered by Paypal. So why should she get a defect for it?
Some of you sellers block for asking the wrong question.

Yours is not the same situation. The OP's buyer has a US shipping address, which effectively makes him/her a "US buyer" for buying purposes.
US shipping address but a foreign payment account, which a seller can block as this one did.

That block doesn't do what you think it does. If an eBay listing is in US Dollars that is the only currency ANY buyer can pay with. It makes no difference where the buyer is registered or what their home currency is. The block does prevent someone from sending funds in a foreign currency if they were to use Send Money, that is the only time a sender gets to choose which currency they send.
The block the OP probably has turned on is Non-US PayPal Account.
So glad to know this exists because I am changing my settings as well.
Transactions with reshippers are not as smooth as some are making it out to be.

Yes.
But again, international returns present problems for both buyers and sellers.
There is no such thing as an International Return Shipping Label.
We Canadian members face this all the time. EBay seems to be unaware of the problem.
The seller may be required to send a Return Shipping Label in an NAD dispute, but it is my understanding that it would be sent to the same address as the original package. Which is the US based forwarder. If it is not used, the seller does not pay for it and since the item is not returned should win the Dispute.
Which is not fair in cases where the overseas buyer gets a filet of carp from the US seller. (Or vice versa of course.)

I wanted a bettyboop mat #182020452564 which I paid for. I never received the the bettyboop mouse pad#182020452564. I got my money back.
I had to pay more money and shipping charges to get the bettyboop mouse pad from another seller.
I got a email today from Rachm firda who threating to say I was a bad buyer if I don't give him a good rating.
I don't like threats.
What can I do from giving me a bad rating. I am a good buyer and pay on time.
I need your help ebay.
