I am having a problem with a buyer and transaction that I hope someone can help me with.
My requirements on my listings are that I ship to USA only.
I have someone from outside the country, who placed the winning bid on an item, but, I did not find this out, until they attempted to make payment with PayPal, who would not complete the transaction.
This person continued to try to make payment through PayPal, but PayPal would not complete the transaction. This bidder's bank card is issued out of the country, where she lives. But, she also has a USA shipping address.
When PayPal would not complete the transaction, this bidder demanded that I contact PayPal. I told them that they would need to contact PayPal directly, since the problem was not on my end. I also told them that my listing states that I ship to USA only. I do not do transactions outside of the country.
This person has continued to demand that I contact PayPal, has sent me countless messages demanding that I straighten things out with PayPal, or re-list the item and change my listing requirements to include foriegn bidders!
This bidder then told me that I have to sell item to her because that although she lives in another country, she has a USA shipping address! This person is harassing me! Despite giving her additional time to contact PayPal, she has refused to. Is there a way for me to cancel this sale and then re-list item? I would, of course, block this bidder before re-listing. If someone could tell me the procedure for handling this type of problem, I'd really appreciate it. I have always had wonderful bidders and never had this problem with anyone before. Thanks!!

This definitely sounds like something at your end that only YOU can fix.
Check YOUR settings (eBay - Buyer Requirements) , you may be blocking non-US PayPal accounts.

This one sounds like a winner. You dodged a bullet, so be glad your setting are this way.
Cancel with problem with address.
And block her.

If more than 2 days has passed since the auction ended, you should just be able to file an unpaid item case, and then if they don't pay within 4 days after that simply close it out, block the buyer, and relist the item.
If at this point you are not willing to ship to this buyer, I'm don't think you have any recourse. I think if they figure out how to make payment you are pretty much required to ship or take a defect against your account if you decide to 'cancel' the transaction, since their address is a US address.

Please learn how to use ebay correctly. You can block overseas buyers easy enough in your settings. The most annoying thing about using ebay as a buyer is sellers who don't ship overseas but continue to list items saying "may not ship overseas" When making your listing you can tick off the countries you don't wish to sell to and when someone from overseas see's your list it will read in bright red bold letters "does not ship overseas". Its very simple.

Nothing wrong with the buyer, they have a US shipping address which is why they are allowed to bid and buy.

The OP is willing to ship and since they have a US address the buyer has done NOTHING wrong. The OP needs to adjust their settings so that the buyer can pay.

@slippinjimmy, I agree with you that the seller needs to change their PP settings, in order to accept foreign payment, AND that the buyer has done nothing wrong (other than sending harassing messages to a seller, rather than try & help the seller understand the situation or come up with a solution).
However, based on the comment 'Is there a way for me to cancel this sale and then re-list item? I would, of course, block this bidder before re-listing.' It doesn't sound to me like the seller is necessarily willing to ship at this point. I was simply stating that if the address is correct, and not in violation of the listing, the seller would risk a defect for cancelling as there isn't a valid reason (buyers request or invalid address).

You have payment other than USD blocked in PayPal.
Unblock so the buyer CAN PAY HIS INVOICE, and ship when you have the ok to ship.
THERE IS NO PROBLEM WITH THE BUYER'S ADDRESS!
eBay should start handing out defects when PAYING BUYERS ARE BLOCKED BY SELLERS FROM PAYING.

Yours is not the same situation. The OP's buyer has a US shipping address, which effectively makes him/her a "US buyer" for buying purposes.

That block doesn't do what you think it does. If an eBay listing is in US Dollars that is the only currency ANY buyer can pay with. It makes no difference where the buyer is registered or what their home currency is. The block does prevent someone from sending funds in a foreign currency if they were to use Send Money, that is the only time a sender gets to choose which currency they send.
The block the OP probably has turned on is Non-US PayPal Account.

I'm a non-US member, who has shipped internationally (including to the US) since 1998.
Having said that, this:

would make me think twice about completing the transaction too.
She does have a US address.
You should know that using a forwarding service is allowed. EBay protects the seller by ending the Money Back Guarantee (for delivery) at the doorstep of the forwarder.
You are still , of course, responsible for items that are Not As Described.
EBay even has its own forwarding service, called the Global Shipping Program.
You are not required to accept Paypal from non-US buyers. PP charges an extra fee, not large but extra, when they process non-US currencies.
Accepting non-US buyers is no biggie. As a percentage of sales I've had more problems over the decades with US buyers than any other.
The problem is not that they buyer is not in the USA, it is that she seems high maintenance.
Cancel and block this one.

I agree that the problem is likely that the seller has non US Paypal accounts blocked.
I see people on the boards often advise a seller to block payments that are not in $US as they seem to think that otherwise, a buyer can pay in the currency of their choice.But as you already know, they have to pay in the currency that the listing was done in.

Yes but apparently there is something wrong with their payment that it is either foreign currency or a foreign card, which the seller does not accept.

Some of you block buyers at the drop of a hat.
What should this seller have to change her settings if this is what she prefers.
And judging by the tone of this buyer, I do not think any of you would want to deal with her either.
