Possible scammer.

Hi there,

 

I believe I may have purchased an item from a scammer.  The seller is new to eBay (supposedly) and has zero feedback, just opened his account on June 12th.  His Paypal account is unverified.  He only listed one item, a Toshiba external drive (item # 272714955803).  There were only 3 listed as being available, and the price was listed as $24.90.  Listed as being in Texas (again, supposedly).   I bought one, but after reviewing his profile, believe he may be trying to build up feedback, or selling either fraudulent or stolen goods.  I've already tried to contact him but get no reply.  I suspect I've just been cheated. 
Is there any way I can report the *seller*, and not just the item?  I know not all 0 feedback sellers are dishonest, but this one is, I believe probably a scammer.

When you find something being sold for 1/4 of retail with free shipping and multiple copies available, being sold by a zero feedback seller, you should run away. The item has been removed and you will have to file a case with paypal. Make sure that you let them know that ebay removed the item.

Ebay has the money back guarantee for you. Why do you suspect he is a "scammer"? Zero feedback is not a good enough reason. What would you be reporting him for?

I do not see how you could be scammed, you are fully protected by ebay's money back guarantee. I'd the seller does not ship you can open an unpaid item car, if you receive anything other than what you purchased then you can return it for a refund at the sellers expense.

 

Just make sure you adhere to the timeframes, if it goes past the expected delivery date, once received then within 30 days. You are also covered by PayPal 

 

If the buyer disappears then ebay will still see to your getting your money back

scammers tend to go for more than $24.99...unless they do a whole lot of sales and scamming....

 

It's not to say he isn't a beginner-scammer....but i think you have just got a new person who may not really know ...and will ship it ....but if not you have ebay to back you up.... a day or two after it is "expected to arrive" ( and expected is not WILL..they sometimes are late---check the tracking number for status) but if you don't get it--open a case....

if they is no tracking number (and new people do that by mistake)... then two days after expected date...decide if nothing heard from the seller ...then open the case( resolution center at bottom of page)

 

and cross your fingers...can't hurt.

I can see nothing that indicates he's a scammer.........as a new seller, he has no history......which is true of all new sellers......  He can't build up feedback if he doesn't deliver a decent product and GETS good feedback so don't know how that could be a scam?  And how in the world would you figure out it's stolen or fraudulent???  Price is too low for the item? 

 

As others have said, you're covered by Ebay........

"I'd the seller does not ship you can open an unpaid item car"??  The OP is the one who bought and paid for the item already.  If a seller doesn't ship they need to file a "ITEM NOT RECEIVED"  case~~not an unpaid item case.

 

If they receive anything other than what they paid for they will need to file a "ITEM NOT AS DESCRIBED" case and THEN return to the seller AFTER ebay instructs them to and AFTER they have been issued a return label by either ebay or the seller.

Why do I suspect he's a scammer?  Selling an item at well below retail, unverified Paypal account, zero feedback, and just opened a new account a day ago?
Doesn't raise any red flags?  Got it.

 

Oh and btw, Ebay has closed his account and cancelled the transacation.

Need to ask more stupid questions.

Will Paypal refund my money?  I used Pay After Delivery so the funds won't come out until 2 weeks from now.  Do I need to notify them?

With all due respect, if the seller doesn't ship, you open an item not received claim.  This would be after the last date in the estimated delivery timeframe.

Not all sellers use tracking numbers or even enter them, so the wait is to be certain you do not receive the item.

 

Unpaid Item claims are opened by sellers against buyers who do not pay.

 

If you something that is not as described, you, the buyer, opens a not as described claim.  Seller is required to pay return shipping in this instance.

 

IF the seller disappears, yes, you are still covered.

Yes, you are correct, that was a typo on my part, of course, the buyer would open an Item Not Received case. Sorry for the inadvertant misinformation and thank for correcting that :c)

I see further down the listing and seller got zotted, but I still want to explain what the above means.

 

The only feedback that matters for sellers is feedback received as a seller.  So the only way a new seller can build up feedback as a seller is to sell and deliver.  Ever since 2008, feedback for buyers has been nothing more than a participation trophy, as it can only be positive.  That means that a user can build up thousands of feedback as a buyer, but still be a total noob when they start to sell, since buyer feedback indicates nothing about selling experience or trustworthiness.

If it works, sell it. If it works well, sell it for more. If it doesn't work, quadruple the price and sell it as an antique.
