Payouts on hold

Ebay has put a hold on my payouts even though all my information has been verified. On the internet I have read a lot of complaints from other sellers that are experiencing the same problem. Is Ebay going out of business or filing bankruptcy?

It is their rule and they have had it for awhile.  The hold is short lived as outlined in the links I posted in my last post.  The reasons for the hold is also stated in the policy page.
