Just had a buyer claim to me that the item I sent to them was damaged during shipping. They stated it was broken in half & if I would send them a partial refund, they would keep the item & be happy. I told them that I was sorry to hear that & asked them to send me photos of the damage. They sent over some of the worst blurry photos that I have ever seen in my life. I then sent them an email stating that the item was fully insured & that I would give them a full refund plus shipping. No response until a few days later when they left me negative feedback claiming that they were ''not happy & this was a complete waste of time.'' This buyer has his feedback in PRIVATE mode. Who has feedback in private mode these days unless they are trying to hide something?
I called ebay & explained the problem they REMOVED the negative feedback. It seems this buyer has a habit of doing this. There is a flicker of hope for us sellers, but ebay really needs to step up & help us out against bad buyers.

THERE ARE VERY FEW CIRCUMSTANCES where i allwo apartial refund. I almost never allow it. ( i cant even remember the last time i did)

Internet shoplifting is a plague on eBay.

I sell comics and textbooks. I had a corner damaged during shipping on one book and a missing book in a lot of 12. Both times I offered partial refunds and I believe that is what partial refund was intended for. In each case I only refunded a few dollars but the buyer felt it was fair compensation.
I also mailed a (heavy) printer which did not fully work, but the buyer was able to use the parts to fix his damaged printer. Another example of how partial refunds are meant to be used.

Ebay is completely set up to favor even encourage scammers. They know it and they don't care. The day they stopped sellers from being allowed to post negative feedback, is the day everything began to shift to the bad side for sellers. I've had it all happen to me! I'm slowly withdrawing from Ebay. I once had a store and ran over 400 items. I closed the store and when the items that are running now wash out, I am done.

OH, HOW RIGHT YOU ARE. EBAY IS TRYING TO BE MORE INTERNET SALE FRIENDLY AS IS AMAZON. WHEN I CALL AND GET A SUPERVISDOR I GET THE STANDARD COMPANY ANSWER, "WE ARE TRYING TO MAKE IT A SAFE INTERNET EXPERIENCE FOR ALL. JUST MORE "**bleep**". EBAY FORGETS THAT THERE IS AN AUCTION PART AND AUCTIONS HAVE RULES. THEY BLATENTLY DISREGARD THE RULE OF AUCTIONS. THEN ON THEIR INSANE RET URN POLICY THE SELLER HAS TO PAY BACK THE ORIGINAL SHIPPING AND PAY THE FOREWARDING SHIPPING BACK TO THE BUYER. SO THE BUYER WINS HANDS DOWN. THE SELLER KNOWING WHAT THE ITEM COST HIM FIGURES HE NOW HAS TO PAY THE ADDITIONAL RETURN POSTAGE WILL USUALLY ALLOW BUYER TO KEEP THE ITEM. EBAY SHOULD REVISE POLICY - TAKE A VOTE AMONG SELLERS OR OPINION POLL FROM SELLERS IF THE MILLIONS THEY PAY THEIR STAFF ISN'T ENOUGH TO HIRE KNOWLEDGABLE AND UNDERSTANDING POLICY MAKERS. SHAME ON EBAY.

Return the item for a FULL refund....
I GIVE NO PARTIAL REFUNDS !
You'll see they rather keep it than return it...
In most cases the buyer is trying to shake down the seller..
Thant is what i have found out in experience !

It really depends on the case, I believe. I've had two issues in which I specifically stated that I wanted to buy a product from inside the US (because of shipping time) and as soon as payment was made via PayPal, I get a confirmation email that money was paid to someone in China. Immediately I knew I was now in the grasps of a dropship deal. So I have to wait, on both occasions, while these guys ship my stuff from China to the US, and then inside the US ship it to me. That's 1-2 weeks extra waiting time.
OK, I could deal with that, but when the item arrives (smartphones, in both cases), it is not exactly legit. First one was supposed to be a brand new Samsung Galaxy S6, in the box, unnopened. As I open the box that wasn't sealed, I see the charger, headphones, and charger cable are not Samsung. Turn the phone on and run a hardware check, it was a refurbished phone. Sent back for full refund. Seller didn't even try to argue.
Second time is still ongoing. Ordered a Pixel 2, got it, opened the box and same thing: fake headphones, charger cable, charger, missing quick transfer adapter, the phone itself is missing all protective adhesive and (this one is the cherry on top of the cake) has a screen protector applied to it! Unlike the Samsungs, Google phones don't have a feature that you can check if it has been serviced or tampered with before. So I don't even know if this phone is new, and all indicators point to the fact that it is not.
Alright, suppose the seller wants to do a full refund, then I send this back, seller takes picture of another item, posts on eBay to make it look legit, then charges me return shipping to send me back the completely fake product. I wouldn't put it past someone that is selling people hundreds of "not as described" products. I'm one of the few that actually inspect the product and check it closely to see if it is legit. Most people don't even realized they've just been scammed. So, then we would have zero buyer protection. The scams would just run on the other end.
Also, with some of these dropship types, you need to actually know to avoid a partial refund. If you get a partial refund and your product breaks the next day, you're done. No more resolution possibilities with eBay.
That said, I don't know if there is a good solution for this. I've seen that people have started listing products individually with serial numbers in order to prevent return/"not as described" shipping scams, but that doesn't work for every single product.

I just had a buyer claim she didn't receive the item. After that was resolved, she clam defective product. I ask for her to retun the product & i would pay for return shipping. ( shipping was moe then the product). Instead, she will keep the product and left

You're lucky that they were so open about it by saying they wanted a partial refund.
Others are cagier. We have one now:
"I never would have paid this much..." ($20 total)
"Very sad..."
"Resolution?"
Small item has a small ding in it. Doesn't show in our photos. Not sure if it happened during shipping (don't think so, looked fine when packing, bubble wrapped it, peanut edging, double boxed - yes, double boxed).
Don't mind working with buyers but not sure on this one. Offered a full return and all shipping charges through the system. We'll see if we're due our first negative.

Had a buyer take the knife from a 100 year old antique 3 piece carving set and bend the tip 90 degrees by closing it in a drawer. What a way to loose money with all the items not worth selling. That seller was blocked along with about 50 others.

I get this all the time.....
I had a guy buy 1200 dollars of tapes that were new in the box.
He contacted me and said " I have special tools and I can tell these are used tapes, will you sell them to me as used" I told him, so sorry about that and was super nice. I told him to return them for a full refund and I would pay return shipping...he told me he would keep the tapes that he had a "customer" that was willing to buy them anyway.... I sold a roomba too that I knew worked and they guy that bought it contacted me and said," roomba works but it makes noise, I want to keep it can we work something out?"
I told him to return it for a full refund ...
and he said, "I will just keep it, it works after all"
this partial refund SCAM is rampant on eBay especially with re-sellers that buy products and then try to get a discount after the sale .... if you make them open a case and tell them it is because of the cheap return labels eBay provides, almost 100% they just keep the item and go away.....I always block these buyers because I don't want anymore trouble...
ebay sucks, but no other good options are around.
